Espionage

Like exploration, espionage in Civilisation relies on pushing units around the map, which is not fun. Espionage should be via dialogue, where investing resource and deciding courses of action yields information. Perhaps there could be a difference between routine espionage and specific missions.

Espionage is a separate concept to sabotage. However, it may be convenient for the player to handle espionage and sabotage via the same dialogue.

Routine espionage

Set funding per state

Set funding for counter espionage

Set focus per state, between:

-military strength and deployments => military strength reports (including military infrastructure), map updated with unit deployments and infrastructure

-military orders [this is probably not possible as orders are given on a turn by turn basis]

-military technology => military technology reports, occasional findings that help research

-other technology => technology report, occasional findings that help research

-diplomatic relationships => diplomacy report (depending on whether there is a transparent relationship model, or secret treaties model)

-economic strength => economic performance reports (including economic infrastructure), map updated with population, infrastructure, etc

    • Steal a specific technology
