Weaknesses of the Civilisation series cities model

There are several weaknesses of the Civilisation II cities model.

Administrative centre model

Each civilisation is divided into provinces. Provinces can have an unlimited number of tiles (although penalties apply), in any configuration. Every tile of each civilisation has a population and contributes to resources. Each province has a tile nominated as the administrative centre. If this tile is captured by an enemy then the entire province switches sides. Players can choose to move administrative centres or remove them, consolidating two provinces into one. Productivity penalties apply for moving or removing administrative centres. Land and air units are built in the administrative centre, whilst naval units are built in dockyard infrastructure improvements, which must be placed next to the sea. This way a province can produce naval units without having the administrative centre by the sea.

Tiles that have administrative centres will receive higher trade and higher inward migration, and will normally form cities. However, there may be several cities in a province, all contributing resource to the administrative centre.
