Resources that run out add some dynamism to a game (e.g. the gold mines in Warcraft), but they also mean that the game cannot continue once these resources are totally consumed. One mechanism that would circumvent the problem of total exhaustion of the map, whilst adding the dynamism of resources running out, would be to have additional consumable resources randomly appearing on the map. This could for example be meteors that fall and provide metal resource. Or connections to the ether that arise and provide mana resource.
