Need to add

1) Count up/then count down 0-to-255-to -0; you just count up 0-to-255 then reset to 0

2) Change timing - speed it up. You may be going fast (25-50 ms delay between flashes)....but your choice of LEDs and lighting for the video don't do justice to this application.

Revise and resubmit

This project was unlike any other. This was my first project using a shift register. But it also took me a very long time. And it was such a simple mistake that I made over and over again. The shift register was upside down so I was connecting the pins with the wrong cables. When I fixed it, everything worked perfectly.
