Fixes/Updates

1. 'All IETP Measurable Skills Gains’ has been added to the More area.  Records entered at the student Outcomes tab/IETP Measurable Skill Gains panel will display on the grid.

2. Hours were incorrectly not allowed to be entered for a dissolved pair.  This has been corrected.  Hours may be entered in a dissolved pair when the instructional hours date is between the pair start and end date.
