Fixes/Updates

1. Inactive tutors were being included in duplicated groups. This has been corrected so only active tutors are included in the duplication. 

2. Barriers to Employment:  the field label 'Economic Disadvantage' has been renamed to 'Low Income' to align with the State and Local Performance / Employment Barriers search report.
