SCHOOL ADMISSIONS - NON RESIDENT STUDENTS
Pupils who do not actually reside in the town of West Springfield may be admitted to the West Springfield Public Schools upon a written request and at the sole discretion of the School Committee and shall be charged tuition except when special consideration is granted by the School Committee to achieve the following objectives:
1. To provide temporarily for the continuous progress of children whose families move to or from the town at times when not being able to attend school in the town might disrupt their ongoing education.
2. To assist residents who have undertaken the custodial care of a child from outside the town due to that child’s need for such care because of special family circumstances.
3. To bring into the school system on occasion students from other countries who are the guests of residents under exchange programs that have been recognized for purposes of school attendance by the School Committee.
Should the School Committee allow the attendance in the public schools of a pupil not an actual resident of the town of West Springfield, prior to such pupil attending the public schools, a legally notarized statement will be required from the adults with whom the student is to live with certifying: (1) that they are bona-fide residents of the town, and (2) that they willingly accept full responsibility for the care,maintenance and direction of the young person being given into their charge.
Except as nonresident students are given special consideration for the reasons stated above, or unless enrolled through an agreement with another school system or agency, all nonresident day students will be charged tuition based on a per pupil cost determined in accordance with state law. This cost will be determined annually, and the tuition set by the School Committee.
Nonresident students will comply with age and grade level requirements in force for the school system. Continuation of nonresident students in the schools will be dependent on satisfactory performance. The School Committee shall annually prior to June 1, conduct a public hearing and vote whether or not to participate in the School Choice Program pursuant to the provisions of M.G.L. ch. 76, sec. l2B.
