A Measurement Sheet contains the details of the work done by the Subcontractor - the Measurement Sheet is used to measure the progress of the Subcontractor's work as well as to record a liability in the books of accounts. Based on the Measurement Sheet that is approved - the Subcontractor's Bill gets paid.
