SI FILE FOR UTCO “ACTIVE SHOOTER INSTRUCTIONS”
NATURE CODE: "ACTIVE SHOOTER" (Code will create both Law/Fire calls)
ZONE: "ALL" (All UTCO Agencies will be able to see call)
To add call TYPE AC > Enter address where shooter was last seen (building code) and add the whole name after a semicolon (ex. UVGT; Gunther Trades Bdg). After you geo-verify it, go to Nature code and start typing "active shooter" and select it. It should create a Law case as well as a Fire case. Change zone to ALL – this will activate your ACTIVE SHOOTER CALL TO ALL UTCO AGENCIES

Clear Air and Secure the Channel Prior to Dispatch -
Ask Agency OIC (officer in charge) to provide Incident Command Point for responding agencies
Once Incident Command is setup ALL communications will go through the Incident Commander

ORPD PATCH RADIOS: Metro Dispatch will patch their Orem PD Main Channel to UVU Main, Metro Dispatch will take over the main channel radio traffic. UVU dispatcher will focus on non emergency phones and cameras.
CAMERAS: Search for Suspect on Cameras – provide updates over radio on Suspect location
SEND OUT A NOTIFICATION TEXT MESSAGE TO ALL UVU OFFICERS – open Mongoose Cadence SMS, go to Compose at the top left, choose the 'Segments' tab, and choose Officers (All) in the 'To' box. “ACTIVE SHOOTER REPORTED AT (LOCATION) PROVIDE A PHONE NUMBER FOR CHIEF TO CALL IF NEEDED (IF SGT IS REQUESTING ADDTL RESOURCES ADD THIS INFO TO THE TEXT AND STAGING AREA TO RESPOND TO)".

PICTURE OF SUSPECT CAN BE SENT TO OFCRS CELL PHONES > Once you have your camera pulled up with the suspect's photo, find the "Snipping Tool" on your computer and select 'New'. Drag a box around the suspect and save this photo to your desktop. Then open Mongoose Cadence SMS, go to Compose at the top left, choose the 'Segments' tab, and choose Officers (All) in the 'To' box. Interrogation of calls received:
1. What is the address of the emergency? (Verify, have them repeat it back to you)
2. Call back number (Verify)
3. Tell me exactly what happened (if not volunteered)
4. Can you speak freely? (if applicable)
a. (If NO, use YES/NO questioning)
b. DO NOT HANG UP, If in danger and can't talk, put the phone down and leave the line open.
5. OFFENDER INFO: Exact location of the incident
a. Where is the suspect now? Let me know if his location changes. Which direction is he walking?
b. Where and how long ago was the suspect(s) last seen?
c. Can you hear gunfire? Can you tell where it's coming from?
6. How many suspects are involved?
7. Suspect description (race, sex, hair color, clothing)
8. What type of weapon(s) is involved? (Hand gun, rifle, etc. & description)
9. What is the suspect saying? Or doing with the weapon? (Shooting, threatening, etc.)
10. Injuries? IF YES, add medical information to narrative for medical to Hold Short
11. How many people are in the building/area?
12. Did the suspect come on foot or in a vehicle? (Description, including license plate)
13. What is the suspect doing now? Tell me if anything changes.
14. Where is the suspect now? Tell me immediately if the suspect(s) leave.
HOSTAGE: How many hostages?
Exactly where are they?
How many people are injured? Is there anything else you can tell me?
*IF* CALLER ASKS IF THEY SHOULD LEAVE
Ask: "Can you safely evacuate?"
- If YES: "Do what you feel safe to do." (Evacuation instruction sheet)
- If NO: provide Lockdown instructions (Lockdown instruction sheet)
HOW TO TALK TO THE SUSPECT:
“You sound to me to be very upset.”
When anger is obvious, “You sound to me to be very angry.”
This demonstrates to the caller that you understand and identify their emotion and that someone is actually listening to them
Tell me how it all happened?
Repeating the last word or phrase the person said to show you’re listening
Encourage the suspect to "vent" Downplay what the suspect has done so far.
Show understanding through your words and tone of voice. Be supportive when the suspect is expressing rational thoughts.
."I would like to hear your side."...and "Could you tell me about it?"
it is important to find out where the activity is taking place. Then find out what has occurred and who is involved. Who is the suspect? What are his goals? How many hostages are there? What are their physical descriptions? What is their physical condition? Are there any injuries?
Find out when the incident occurred. How long have the hostages been held? What are the hostage taker's demands? What weapons does he have in his possession?
