BOMB THREAT GUIDELINES

*Do NOT broadcast “BOMB THREAT” over the air*
NATURE CODE: BOMB THREAT (this code will create both Fire/Law Calls)
Have Sgt/OIC call dispatch immediately regarding Call # - advise duty officers to read CAD call notes/updates immediately
STAGING AREA PERIMETER: A minimum of 100ft from known device - no radio/cell phone activity inside the 100ft radius – landline phones may be used for communication if available.
FIRE STAGING AREA: Fire Command will Advise
EVACUATION PERIMETER: A minimum of 300ft from known device
NOTIFICATIONS: Dispatch may be requested to send SMS message to: Chief of Police
DISPATCH INSTRUCTIONS:
When the report is from a person who received a bomb threat the dispatcher should try to determine:
a.
The location of the device.
b.
What type of device (pipe bomb, dirty bomb, fertilizer explosive, etc?)
c.
When the device is set to go off?
d.
Why the device was planted?
e.
Additional information that could be used to locate the suspect.
f.
If the premise where the device is located is being evacuated.
When the threat is received from the suspect – Keep the caller on the line as long as possible

Where is the device located?
b.
Are there any additional or secondary devices in the area?
c.
What type of explosive?
d.
What time is the device set to detonate?
e.
What does the device look like?
f.
Why was the device placed?
g.
What will trigger the device?
h.
What type of trigger does it have (cell phone, radio wave, etc.?)

Did the caller place the device?
j.
Caller’s name
k.
Phone number of the caller and if the number is a landline, VoIP or cell
l.
Additional information that could be used to locate the suspect
Dispatcher should also note the following:
Sex of caller
Approximate age
Race
Length of call
Description of callers voice
i.e. calm, angry, excited, slow, rapid, soft, loud, laughing, crying, normal, slurred, stutter, lisp, raspy, deep, accent, disguised.
Background noises
i.e. street noise, voices, PA system, music, animals, etc.
Threat language - Well spoken, foul language, incoherent, taped.
