If you are having issues with publishing an item, it is important that you check that the publishing settings are correct:
1. Under the 'Publish' tab click the 'Change' button in the Restrictions section
2. Under the versions tab, the version you wish to publish should be ticked as publishable
3. Publishable should also be ticked under the item tab
4. Under the targets tab make sure both boxes are unticked before publishing
