They are the "tools" (thoughts, actions, and aids) that people use to learn and remember.
These are things like:
Mentally retracing your steps when you lose something to see when you last had it;
Creating a song to help remember names of body parts for a test;
Breaking tasks in a project down into smaller pieces and scheduling them;
Using a calendar and phone alarm;
Using an audio reader to listen to an article while reading it; and
Using an app to make study cards and quizzes.
You might use the name Roy G Biv to remind you of the order and colors in rainbows.
All of these and more are learning strategies.
Learning strategies are used by people who are engaged in self-directed, active learning.
