Inscription of Spell Scrolls
For the most part, this follows the writeup in the DMG, just shortened and clarified a bit. One significant change is that I do not require characters to be level 7 to make scrolls.
Scrolls of spells can be made by a Magic-Users, Illusionists, Clerics and Druids, but not other classes that has spell casting ability such as thieves, bards, and paladins.
A scroll can hold up to seven spells of any level of combination of levels, and the same spell can be put on a scroll as many times as the scroll has space for.
The cost of components for making a spell scroll is as below. These items can usually be bought retail in any large city.
Papyrus 2 gp +5% chance of failure
parchment 4 gp +0% chance of failure
vellum 8 gp -5% chance of failure
quill, goose 1 gp +25% chance of failure
feather, harpy 20 gp +0% chance of failure (these are usually available in magical supply shops)

Any costly material components normally used when casting the spell will also be required.
Scroll spell ink can normally be bought in any large city. It costs 100 gp per level of the spell being written; there are different inks for each level of spells. (Note while this would allow one to sell scrolls at a profit over materials, the time factor makes this not very profitable, given how much money one could make adventuring or selling spells in that amount of time.)
Once all the materials are gathered, it will take 1 day per level of each spell to scribe the scroll. (The DMG goes into a lot of detail about this time period, but suffice to say, you can’t do anything else of significance during this time.) Per DMG, there is a base 20% chance that each spell inscription will fail, plus 1% per level of the spell, minus 1% per level of the caster inscribing the spell, possibly altered by using finer than normal scroll material and quills. If a failure happens, no further spells can be put on that scroll.
