Decoder replacing a DC throtttle

Some people in an attempt to save money or who do NOT want to convert DC locomotive to DCC (Install Decoders) come up with some bad Ideas to cheat the system. but want many of the feature of DCC will buy a high current (O or G scale) decoder and use that to replace the connection formally used by a DC throttle. The idea is to keep block control on the layout
