St Pauls Tournament
Junior Debate Tournament (Grade 9 and under)
Time: Thursday, October 30th. Registration from 5 to 5:30. Awards at 8:30 pm
Location: St. Paul’s High School, 2200 Grant Avenue, Winnipeg
Resolution: This House believes that schools should have the right to monitor students' use of electronic devices
The term monitor in the resolution is intended to refer to the right to monitor what sites they are going to, what they are putting on social media, the programs that they are using, etc. and not just how long they are using electronic devices for or when they are using them.
There will be 2 rounds and all teams will debate both sides. Speaking times for all debates will be a maximum of 6 minutes for constructive speeches and 3 minutes for rebuttals. Points of information are allowed in the open category. (They are described in the parliamentary rules available on the MSDA website (https://sites.google.com/site/manitobadebate/rules-and-scoresheets/parliamentary-debate-rules )
If there are sufficient entries, there will be separate novice, grade 9 novice, and open categories. To enter novice, debaters must be in Grade 8 and in their first year of debating, or must be grade 6 or 7. To enter Grade 9 novice, debaters must be in in grade 9 and in their first year of debating. Students eligible to compete in novice may enter open instead if they wish to. Schools may send a maximum of 3 teams in total, i.e. adding together the novice and open teams. Depending upon numbers, it may be possible to send additional teams. If you would like to do so please let me know and I will let you know on October 27th. Schools must bring at least one judge per 2-person team. If this presents a problem, please contact me about it and we will see if other arrangements can be made. Judges may be grade 10, 11 or 12 students or adults.
