Welcome to the M&E section of the Wavumbuzi Playbook. The purpose of this section is to comprehensively take stock of Wavumbuzi's M&E initiatives, thoroughly document instructions on how these are set up and maintained, and reflect on how the M&E function can be expanded and deepened in future.
Composing this section of the Wavumbuzi playbook was an exercise in documentation and practical knowledge transfer.
Broadly, the M&E domain has been subdivided into two focus areas for Wavumbuzi's purposes:
Business Intelligence: Data curation and analysis for real-time feedback and tactical decision making.
Measurement & Evaluation: Longer term measurement frameworks designed to assess impact and progress towards organisation-level goals and BHAGs.
Measurement & Evaluation is in it's nascent stage as a Wavumbuzi function; with foundations for long term goals and measurement frameworks having been laid at the 2021 Wavumbuzi Summit in Kigali, in collaboration between the AGGP and XELT M&E teams. Business Intelligence is considerably more mature, having undergone three Wavumbuzi instances, with iterations of dashboards and surrounding processes being developed. The considerable quantity of practical and technical information required to set up and maintain Wavumbuzi dashboards was simultaneously documented and passed on to the incumbent holders of responsibility through a workshop series recorded and documented in the Business Intelligence page.
The process of handing over responsibility for Wavumbuzi M&E responsibilities began in September 2021, and was planned, administered, and tracked via the Wavumbuzi Systems Handover worksheet. The relevant sheets therein are:
Index of Exercises: A high level breakdown of all responsibility areas that fall within within the realm of XELT oversight of M&E and CRM & Systems
M&E Sep-Nov Responsibilities: A breakdown of M&E responsibilities with an indication of the responsible parties up to, during, and after the handover process.
M&E Handover Tracker: An index of activities to drive the M&E handover process, including meetings, documentation needs, and timelines.
