This is a quick guide to help determine when an as-built plan set is required.
Start by reviewing the AHJ and Utility tabs in WavefunctION.
Use the dropdown menu to find the correct jurisdiction or utility. Once you have the right one selected, press Ctrl + F and search for “Inspections.” This information is usually located around rows 129–130.
WavefunctION is a good starting point, but keep in mind that it may not cover every situation. A failed inspection, field change, inspector correction, or utility comment could still require an as-built, even if the standard requirements say otherwise. Always review any project-specific comments before making your final decision.
Next, use the financier guide below to see whether the project’s financier requires an as-built.
An as-built is needed if it is required by any of the following:
The AHJ
The utility
The financier
For example, if the AHJ does not require an as-built but the financier does, we still need to complete one.

Install CD
PPA FD
Shade report
Bom (helps to upload this cause quantities will have changed and rail splices could have been removed)
Once you have completed the review, leave clear notes explaining:
Whether an as-built is needed
Why it is needed
Who requires it
What changes need to be shown on the updated plans
If the requirements are unclear or conflicting, ask for a review before moving the project forward. Confirming it upfront can help prevent rejected inspections, funding issues, or additional rework later.
