The Higher Learning Commission requires that every program develop and assess student learning outcomes:
The institution demonstrates responsibility for the quality of its educational programs [snip] and it evaluates their effectiveness in fulfilling its mission. The rigor and quality of each educational program is consistent regardless of modality, location or other differentiating factors.
Program learning outcomes are approved through the school's appropriate curriculum committee. Changes must also be approved.
