The Bulacan State University through the Office of the Vice President for Academic Affairs with its  sub- offices namely : Educational Development Office, Student Program and Policy Development Office, Internal Quality Assurance Office and the University Library prepared the matrix for the planned programs as a response to the Covid- 19 Pandemic challenges  which focuses on diversity, equity and inclusion in light of  the national experiences brought by the pandemic.

The Action Plan was designed to guide the university in maintaining its vision of providing a transformative student - teaching learning experiences amidst pandemic . 

Aligned with the Academic Plan and the Strategic Framework, the plan outlines mechanisms for development  and / or enhancement in the following areas:

• educational programs for faculty

• student program, policies and guidelines

• development of flexible mode of learning

• university library services

• online accreditation
