In our education setting and learning environment, higher education institutions (HEIs) are considered as knowledge providers and producers. Thus, faculty members of HEIs must take responsibilities in enhancing their competencies and qualifications by pursuing advanced higher education programs.
As the role of the faculty is constantly changing and evolving in today’s global education standards, faculty members should take the initiatives to equip themselves with the appropriate qualifications required by their professions. This is aptly stated by Merk (2020) who said “Teachers must demonstrate proper qualification to be hired.”
Recognizing the vital role of the faculty in influencing educational outcomes, the Commission on Higher Education (CHED) requires that teachers at higher education levels must have at least a master's degree in the fields they teach. The commission further added that HEIs faculty need to upgrade their qualifications and competencies to improve the quality of teaching in HEIs. This led to the issuance of CMO # 40, s. 2008, that requires all HEIs faculty to have at least a master's degree and CHED to provide assistance thereof. Also, HEIs are encouraged to plan and implement their own assistance scheme to comply with the mentioned CMO.
Since then, Bulacan State University adheres to this Directive of CHEd. The thesis/dissertation grant became a part of the Faculty Development Program, which aims to support the conduct of research on identified priority areas by providing financial assistance to faculty members who are completing their vertically aligned Master’s thesis or Doctoral dissertation work. But this move seems to be done without clear-cut guidelines on the provisions of such. It is with this notion that the following guidelines are proposed.
