Bulacan State University (BulSU) through the project Fostering Robust Organic Agriculture Sustainable Technology (FROAST) under the Extension Services Office (ESO)-Institute of Environmental Governance (IEG) and in collaboration with Provincial Agriculture Office (PAO) launched the first ever Organic Agriculture Congress in Bulacan. The event dubbed as Mga Organikong Magsasaka sa Panahon ng Pandemya which carries the theme, “Mga Organikong Produkto para sa Malusog na Pamayanan” is a 2-day event from November 17-18, 2021.
The provincial-wide celebration was officially opened by Bulacan Governor, Hon. Daniel Fernando. In his speech, he lauded the University alongside with the Department of Agriculture – National Organic Agriculture Program (NOAP) and Provincial Agriculture Office for spearheading POAC. He gave emphasis on the existence of FROAST commending its mission of promoting the benefits of organic farming.
Extension is a primordial institutional function in State Universities and Colleges (SUC's) along with instruction, research and production. As such, the University Extension Office (UEO) is basically guided by its own charter on its thrust and programs and likewise, it is mandated to deliver services to the community based on its capability and its own resources.
Beneficiaries coming from seven ( 7 ) barangays of Malolos, walk-in selected faculty, napa, utility, guards and Red Steel workers.

In consonance with the mandate of the Bulacan State University Extension Service Office (ESO) and pursuant to the United Nation's Sustainable Development Goals (UNSDG) towards transformative objectives to end poverty, protect the planet and ensure peace and prosperity,
Five (5) Component Programs were introduced, namely :
1." Alagang Bayani"-
Start-up Programs and Projects(PAPS) that includes Women empowerment, Gender Sensitivity, Projects about PWD, Senior Citizens, Solo Parents, Sanitation and Hygenic Programs,etc.
2. "Daloy ng Kalikasan"
Start-up Programs and Projects (PAPS) that involves Green Technology program, Biodiversity, programs about Climate Change, Wildlife protection program and the likes.
3. "Sambalaran"-
Start-up Programs and Projects (PAPS) : Sustainable Livelihood Programs, Basic Food Safety and Security, etc.
4. "Daupan"-
Start-up Programs and Projects (PAPS) includes University-Farm Village, Adopt-a- School Program, Barangay Partnership, Sustainable Partnership in Action , etc ; and
5. "Moog"-
Start-up Programs and Projects (PAPS) consist of undertakings about Peace and Order, Justice System, Human Rights, Service Continuity, Disaster Risk Reduction, Projects about Local Governance, and the likes.
The Extension Services Office organized a mixed on-site/virtual consultation meeting with all the College/Campus Extension Service Unit (CESU) Heads-March 10. It aims to address all the concerns and queries involving the new structure and processes of extension services.

SAMBALARAN is a community development program intended to provide capability training in various service fields for 4Ps Beneficiaries in Bulacan. Although done online for the first time, the week-long program’s success was made certain by the support and participation of the different Colleges of the University.
