Amidst the global pandemic situation, higher education needs to reshape itself to transition to "new normal". CHED issued advisories addressing issues confronting the Philippine higher education, particularly in ensuring that the learning process will not be deterred and compromised.
HEls in Region III (SUCs, LUCs and PHEls) took the initiative to collaborate to smoothly transition from conventional teaching and learning to a more flexible one.
Various aspects of the transition were considered including but not limited to human resource development through capacity building of faculty, personnel and students; educational resources development; and ICT infrastructure and support system.
Likewise, this project will pave the way for the continuous partnership among HEls in the region through resource sharing and complementation.

The pandemic has battered education systems in many countries. Some 1.5 billion students in the world — are no longer able to physically go to school (Kandri,2020). It is higher education that faces unique challenges that may end up, by triggering a learning revolution. Moreover, the engagement of some local agencies like NEDA, DICT, DOH to higher education institutions should be carried out; they are being called to carefully reconsider their role in society; assist universities in the formulation of policies and guidelines and engage in interactions with industrial and regional partners. Institutions should take an account in adjusting its policies and guidelines aligned to the New Normal situation of the country; a “one size fits all” factory model tertiary education system.
In the midst of a global pandemic, higher education, among other sectors and industries, needs to redesign itself to the so-called "new normal". CHED issued advisories to address issues confronting the Philippine higher education, particularly, in ensuring that the learning process will not be deterred and compromised. HEIs in Region III across the seven Provinces took the initiative to collaborate for the smooth transition from conventional teaching and learning to a more flexible one.
CHED conducted a survey on the implementation of flexible learning for the continuity of higher education. Out of the two hundred nine (209) higher education institutions in Region III, one hundred sixty-two (162) or 77.51% responded and accomplished the online survey. The survey shows that all HEIs in the region are under community quarantine (ECQ/GCQ) and affected by this pandemic. A sudden shift to a new normal environment in education brought confusion and uncertainty to all stakeholders. Institutional Transformation and Development in the New Normal
Varied aspects of the transition were considered, including but not limited to, human resource development through capacity building of faculty, personnel, and students; educational resources development; ICT infrastructure and support system, and curriculum realignment. One of the project proposals of the focal theme of HEIs is to identify a Learning Management System (LMS) that can be used by the institutions. Several private agencies submitted a proposal to be considered in the implementation of flexible learning.
This collaboration will give way to the continued partnership and strengthened relationship among the HEIs in the region by means of pooling resources and compassionate accompaniment. Formulation of policies and guidelines are needed in response to the new normal, that no one from any of the operations of the HEIs will be left behind. These policies and guidelines will also serve as the roadmap of Region III HEIs towards winning the battle against COVID-19 and will lead to institutional transformation and development in the new normal.

The R3HiEdBayanihan is one of the priority programs identified in the Regional Higher Education Action Plan ( RHEAP) for mitigating the impact of Covid-19 in the Higher Education Sector of Region III, where series of webinars/training for HEI Administrators, Faculty Members and Students will be held for free to assisttarget participants in adopting to the new normal.
In March, key stakeholders from government, industry, and academia in Central Luzon launched a local innovation program dubbed the “Technological Hive of Regional Innovation for a Vibrant Ecosystem,” or THRIVE Central Luzon. THRIVE is the latest addition to the Philippine government’s growing network of Regional Inclusive Innovation Centers (RIIC), implemented in partnership with USAID. USAID assistance is enabling these centers to collaborate on innovation activities that drive business recovery and resiliency, while providing micro, small, and medium enterprises better access to technology and resources. During the event, the Philippine Department of Science and Technology announced a seed funding of over Php2 million to establish a business innovation unit at a local university to support THRIVE Central Luzon.
