The Bulacan State University recognizes that the student is the central figure in all its educational programs, projects and activities and that his/ her self-realization possible through formal education is the measure of the attainment of the institutional goals. The University likewise realizes the importance of the student's participation and cooperation in the establishment and maintenance of a healthy and peaceful environment conducive to the efficient and effective attainment of educational objectives.
Hence, within the atmosphere of unity of purpose and commitment, the University adheres to the academic regulations on admission, orientation and retention which can be read in The Undergraduate Student Manual with BOR Resolution No. 85, Series of 2016 which was implemented beginning Academic Year 2017- 2018.
In lieu of Covid 19-Pandemic, the policies and guidelines were enhanced and the procedure was made online to make it more responsive to the "new normal" education. Hence, admission requirements and enrollment procedure for all students of Bulacan State University Malolos and external campuses are presented.

Student retention is one of the most important measures of success at a university as it affects rankings, reputation and financial well-being. It is often measured in return rates from one year to another among students (Delen, 2017).
Moreover, the Bulacan State University was able to establish suitable academic regulations and other provisions for enrolled students from first year and onwards through its BulSU Undergraduate Student Handbook that was approved by the Board of Regents (BOR) in the year 2016.
Furthermore, to retain the students most adept at pursuing their chosen course and provides room for students to take necessary intervention before they reach their graduating year, modification of the general guidelines on retention is hereby presented.

It is stipulated in The BulSU Students Handbook, page 8 that :
All new students are required to attend the Handog ni BulSU kay Bunso. It is a yearly student orientation intended for the new ( freshmen and transfer) student of the University. Student orientation programs are designed to initiate the integration of newly admitted first- year and transfer undergraduate students into the academic, cultural, and social climate of the University. At the Student Orientation, students will meet different people in the academe. It also provide a chance to meet other incoming BulSU students. The program is designed to prepare freshmen for the academic rigor at BulSU, introduce them to the rigors and joys of schooling traditions and acquaint them with our campus resources. The program is an opportunity for the new students to discover the different academic facilities of the BulSU community. During the program they will begin to build a network of resources that will help them to start their BulSU journey on the right path.
The old students are also given an annual Re-orientation because it is expected that some of the rules and regulation are forgotten as the students stay in the university.
But, life changed when COVID-19 arrived, and no nation has been spared. The pandemic quickly altered the way students communicate, learn and engage with one another; and so with the Students' Orientation Program. This year's orientation is included in TICK-TALK SERIES FOR BulSU STUDENTS Webinar (Part 2) with the Theme: “Getting Ready...Getting Steady! Reaching out to the BulSUans during the New Normal Set-up of Education”.
The Topic for this years' Orientation is CONTINUOUS EDUCATIONAL PROGRAMS and SERVICES with its Tagalog Title of “Abot-kamay sa Pag-asa ng Bayan”.
This Orientation is designed to respond to the curricular needs of the students. Especially during the pandemic, BulSU continues to reach out to its students via these programs and services that are supportive of the students’ COVID 19-related needs for scholarships, financial assistance, technology support, bridging program, to name a few. Students can access the virtual orientation via Facebook live streaming and still can be watched by those who cannot join the live stream during their convenient time.
Aside from the Webinar sponsored by the Student Policy and Program Development Office in coordination with Office of the Vice Chancellor for Student Affairs, each college has its own College-Based virtual orientation program started mid- November 2020.
