The Philippine government’s support for cultural development is highlighted by the passage of R.A. 7356 that created the National Commission for Culture and the Arts (NCCA). It is the overall policy-making body, coordinating and grants- giving agency for the preservation, development and promotion of Philippine arts and culture; and an executing agency for the policies in line with the Medium Term Philippine Development Plan for Culture and the Arts (Philippine Arts and Culture,2021).
Guided by the principle of partnership, collaboration and shared responsibility in effectively and efficiently achieving the implementation of cultural programs as well as maximizing resources, the Bulacan State University envisions to be in full support of the NCCA. The University is drafting and enhancing current guidelines that will encourage the gifted individuals to embrace and remain in the Culture and the Arts Program. BulSU has established eight (8) cultural groups namely Symphonic Band, Lahing Kayumanggi, Hyper Dynamics, Saring Himig, Entabalado, Rondalla, Angklung and Live Band. Each group has its prime objectives to harness skills and special talents of students in the field of music, dance, acting and other cultural and literary arts expression.The Office of Culture and the Arts (OCA) was created to serve as an avenue wherein talents are tapped and channeled and tapped to their respective fields and are given proper and rigid trainings, workshops to develop their utmost potentials under the supervision and training of dedicated advisers and competent trainers.

BulSU’s GUIDELINES FOR STUDENT CULTURAL PERFORMERS
The Bulacan State University recognizes that the student is the central figure in all its educational programs, projects, activities as well as in the attainment of its institutional goals. The University firmly believes in the holistic development of every student’s intellectual, emotional, social, physical, artistic, creative even spiritual potentials as stated in one of the policy statements of the university. As a result, BulSU has always been recognized as one of the leading universities in the region when it comes to academic, sports, cultural and other co-curricular and extracurricular activities.
Student-athletes and cultural performers who face the dual challenge of performing well academically while training and maintaining their commitments to their respective groups and teams undeniably need support. Balancing practice, games, classes, and study is an incredibly difficult task to do. According to Kissinger and Miller (2009), student-athletes and cultural performers face distinctive challenges by balancing their athletic or artistic and academic responsibilities while also maintaining emotional stability in handling their successes and failures besides keeping their physical health at its best.
