The promotion of the principles of access and equity is among the avowed goals of Bulacan State University. To this end, the University shall formulate and implement guidelines that will give assurance that it will substantiate its commitment to promote the affirmative actions which will validate the claim of the University as among the SUCs/HEIs that adhere to the policy of non-discrimination and provision of equal opportunity to all, without neglecting that it has to provide enabling opportunities to some select marginalized sectors of the society.
A number of legal bases, namely, RA 10931, (Universal Access to Quality Tertiary Education Act), RA 8371, (The Indigenous Peoples’ Rights Act of 1997), RA 11210, (Pantawid Pamilyang Pilipino Program (4Ps) Act), RA 7277, (Magna Carta for Disabled Persons), RA 9872, (Solo Parents’ Welfare Act of 2000), RA 7665, (An Act converting Bulacan College of Arts and Trade into Bulacan State University), and RA 10533, (Enhanced Basic Education Act of 2013), among others serve as the premises upon which the Bulacan State University will uphold the promotion of accessible and equal education to all levels and forms of students and ensure non-discriminatory practices in all its processes and procedures, especially those that deal with its student entrants to all the program offerings. Therefore, this program will be known as “Guidelines on Affirmative Action Program for Freshman Admission”
The University, beyond providing accessible and equal opportunity to education, will practice utmost humane considerations in selecting freshman entrants. The Student Welfare Policy and Program Development Office recommends guidelines on affirmative action program for freshman admission that the Colleges and Campuses will follow to demonstrate through concrete procedures the promotion of affirmative actions.

GUIDELINES ON AFFIRMATIVE ACTION PROGRAM FOR FRESHMAN ADMISSION
***The guidelines were approved during the EXECOM meeting held last February 24, 2021.
***Approved by the Board of Regents (BOR) during its 1st Regular Meeting last March 18, 2021.
Aside from the Affirmative action Program for Freshman Admission, the Student Policy and Program Development Office recommends guidelines that the Colleges and Campuses will follow to demonstrate through concrete procedures the promotion of affirmative actions to the existing (old and new) students under the new normal scheme.
The guidelines for each College and Campus include Educational Programs and Services, Protection of Students Against any Form of Harassment, Students with Special Needs and Mental Health Policy and Program. Each has unique presentation of different subprograms that respond to the emerging needs of the students.
