Oversubscribed and undersubscribed program offerings as well as skills and job mismatch are just some of the many issues and concerns surrounding higher education institutions worldwide. Colleges and universities prefer to offer programs in line with the health sciences at the expense of already undersubscribed programs as response to the demands of the labor market. The Commission on Higher Education since 2017 has been urging incoming college freshmen to enroll in the so-called priority courses to increase the number of graduates in areas that are undersubscribed but are needed for national development. Vitriolo (2012) said this has impacted the labor force because certain industries had a hard time getting enough manpower. Higher education institutions were challenged to do their part in promoting their undersubscribed programs by increasing advocacy for these program offerings and highlighting their importance in the changing demand of the labor market. Therefore, the Student Policy and Program Development Office under the Office of the Vice President for Academic Affairs is proposing these programs to promote the undersubscribed program offerings of the university.
