The Bulacan State University exists to produce highly competent, ethical and service oriented professionals that contribute to the sustainable socio-economic growth of the nation. Students are not just here to learn. The more significant part of becoming a member of this community is the end goal of emerging as a contributing individual to society (Gascon, Student’s Handbook 2016). To propel the students to this level of excellence, the University guides the learners towards succeeding in their program of studies.
Through the course of their studies, students may want to change their program based on a more enlightened realization of how they can be their best self. As an institution that recognizes learning as a life-long process, the Bulacan State University honors the students’ decision to shift to a different program of study, transfer from another institution to the Bulacan State University or vice versa, or return from leave of absence. Hence, the Student Policy and Program Development (SPPD) under the Office of the Vice President for Academic Affairs (OVPAA) with the Admission and Orientation Services Office (AOSO), proposed the following guidelines for shifting, transferring, returning from leave of absence and taking a second undergraduate degree.

The student success statistics is commonly regarded as primary indicators of institutional performance. They have come to reflect the overall quality of student learning and intellectual involvement, how well-integrated students are in campus life, and how effectively a campus delivers what students expect and need. According to Tinto (1993), best known for his work on student departure from college, the first principle of effective retention programs and, therefore, assuring student success is an institutional commitment to students. It is a commitment that springs from the very character of an institution’s educational mission.
The need for a student program arises from Bulacan State University’s commitment and obligations to our students in providing higher education of the highest quality and value by providing engaging learning experiences and opportunities for personal and professional growth. The programs for shiftees, transferees, returnees and second undergraduate degree takers aim at providing services and adopting policies to keep these students enrolled and engaged so they will have a higher chance of completing their degree programs in the required duration. Many studies have shown a positive relationship between student withdrawal and poor academic preparation or performance (Ashby, 2004; Krause et al, 2005; Rickinson, 1996) in terms of the academic reasons for students leaving a program or a university before completing their degree. Additionally, some reported reasons for withdrawing from a course are related to students’ personal circumstances which include health and financial difficulties. While the university has little control over some of these factors, the importance of academic support, health and well-being services, as well as financial support provision is deemed necessary.

Certifications serve as stepping stones to anybody seeking to advance in their careers not
only through promotion, but also through heightened competency. The results of the Global Knowledge survey 2021 show that 80% of its participants across the world reported that benefits of certification include faster performance, higher engagement, and better work outcomes. Certificate programs can aid employees in gaining more competencies and professional accreditation.
There are also professionals who wish to take a few subjects either because they seek more knowledge on the field they are engaged in or need to comply with work requirements. These professionals may enroll in short term extramural courses to take the subjects that they require.
Bulacan State University, in fulfillment of its goal of providing relevant, quality, and accessible education, aims to be responsive to the needs of her students and various sectors of the community through catering to students and professionals who wish to better themselves by creating certificate programs and extramural courses. These will help them to gain certification and requirement compliance in their field of interest. Thus the Student Policy and Program Development Office under the Office of the Vice President for Academic Affairs, in consultation with the Office of the Registrar, proposes the BulSU Guidelines on Certificate Programs and Extramural Courses.
