Passive: Psych Shield
You are shielded while unarmed/weapons stowed.
Your shield has 200 HP and regenerates rapidly, thereby nearly indestructible.
Your shield deactivates when you draw weapons, are silenced, or for 10 seconds after it has been cracked.
You can use some powers while shielded.
Melee ignores it. Be careful.
Ordinance bounces off it, but can roll under it. Thermite can burn under it, effectively ignoring it. Otherwise explosions and direct impacts are blocked by the shield.

Draw Power
Use the FIRE trigger to concentrate on a target, slowing them by an insane amount. You can channel this for up to 15 seconds, and it regenerates rapidly when not in use. You can use this against players and ordinance. You can use it on tridents. Only bullets, terrain, and certain placements cannot be slowed this way.

Certain Traps
Caustic Barrel: Slows its trigger timer and its gas deployment speed. Slows its refresh timer. Increases how long it lasts by slowing its decay. Once the gas is deployed by the first tick, you might as well stop trying to slow it, as it will only prolong how long the gas lingers, unless the gas dissipates then returns then dissipates then returns.
Catalyst Spikes: Slows its activation, slows its tick rate.
Sorry, but doesn't work against Fences
Pylon: Slows its shield recovery speed, slows its regeneration if it is the regenerating morph, possibly slows its interception capability.
Barricade: Slows its deployment, causing it to take a long time to deploy its amp as long as you maintain channel while its in deployment.
Turret: Slows its rev time and its firerate, as well as its rotation speed. Slows its user as well.
Ult the Aim trigger to slow a field. The slow effect is not as effective as single target, but it can be useful for countering a hoard of things, like a volley of rockets. Might be able to slow bullets, as it makes a slowing field. Bullets are too fast to be hit by single target slow. Can catch Ults like Bangalore and Gibraltar. Can catch Valkyrie tactical. Etc.
Ultimate: Shockwave
Cast to fire a conal/cylindrical wave, similar to Seer tactical, that does NOT hit through walls. Destroys placements and destructible doors, deals 100 damage to players and creatures, dusting any knocked or killed by it. Blocked by terrain and knockdown shields that aren't cracked by the damage. Also pushes back enemies not killed by the damage who didn't use knockdown shields to block it.
The point is to vaporize enemy players stupid enough to remain in your line of sight. It's supposed to be an instakill ability.
For balancing, maybe a small cast time, or the shield goes down while casting if you have it up.
This Legend could also be used as the perfect melee unit, except inside the Pathfinder Arena.
This Legend could be assault class.
