These are Upgrades. These are to be chosen, just like other upgrades. They get to choose from their own upgrades or partnership upgrades.
Boxes with 1) 2) etc mean it has multiple options the player can choose from.
Reminder, players have only 2 skill points, one from purple and one from blue.
How this may function is that these perks are in both bars, appearing twice. However, if the perk is selected in one of the two bars, it becomes greyed out in the second bar as the perk was already chosen in a previous bar.
Pathfinder's perks may be a little unique, as it's not just one but two, as they lock each other. In some cases 3, but the other may be claimable either way. The one I'm in reference to is his console perks. It may appear as two perks in both bars, but claiming one locks the other 3, as they selected one already. First because the other is also in the same tier, second because they are two options of the same perk, it's like the perk was chosen and then a version chosen sort of thing. Or it's just two options and they could take both if they want to. Perhaps it's 3 options for the one perk also including care package insight as a version of it, not just survey or ring. Some who are of a class that already has one of those perks by default lose that version of the perk because they have it by default. Recons cannot choose survey, controllers cannot choose ring console, skirmishers cannot choose care package insight. A couple legends can get grapple, but in a specific way.

Simplified:
Most get to share their passives and chosen passive upgrades with their squad. Some at an altered effect.
There are two Revenants in the list: Revenant the Silencer (my favorite version, the deleted one), and Revenant the Mobile (the current one).
Assault
Bangalore: Mostly allows allies some sort of smoke effect to some abilities. Can share passive of speed boost when shot at. A couple got an Ult Upgrade adding rockets to the ult, like Mad Maggie.
Revenant the Silencer: Passive will be shared by Revenant the Mobile. This one shares his tactical, allowing most abilities to silence enemies.
Fuse: Most common is extra grenade capacity. Alternatively, some have the ability to release submunitions (most) or have extra pellets (Bangalore). Ash's grenade capacity upgrade from Fuse also improves her ability to throw Arc Stars.
Ash: Mostly allows abilities to snare targets. Conduit has a partnership ability from Ash to hold her tactical while aiming at an ally in range to teleport to them instead of charging shields, still consumes the tactical charge.
Mad Maggie: Share Tactical, mostly the highlight part not the shotgun buff. Legends with a shotgun buff (like Gibraltar) may be able to share the shotgun move speed buff.
Ballistic: Mostly allows abilities to apply overheat. Revenant the Mobile can choose an upgrade to allow him to target enemies with his leap, dealing increasing damage the longer he charged it and the closer he is to the target. Max range max charge deals the same as minimum charge = 20 damage. Max charge close range = 50 damage.
Skirmisher
Pathfinder: Mostly allows his allies choice of beacon. Lifeline and Hack (Crypto) can get Grapple. Details in chart.
Wraith: Mostly shares her passive.
Octane: Mostly shares his tactical when used near allies. Or more precisely, the ones who choose this perk get to share the speed boost when they are near Octane when he uses Stim. Revenant the Mobile can choose to gain a double jump from his tactical, but using the double jump when targeting an enemy with it disables the targeting/damage feature for that leap.
Revenant the Mobile: Mostly shares the mobility portions of his passive, excluding highlight. Hack (Crypto's Drone) also gains a shield of shadows when he casts EMP.
Horizon: Shares passive. Valkyrie also gains a slight boost to airborne mobility and Ult height while near Horizon.
Valkyrie: Some gain a double jump, some gain mini thruster. When those with mini thruster are attached when readying Ultimate for launch, they grant a slight increase to the height her Ultimate can go. Mini thruster is like a weaker, minimal fuel version of Jetpack.
Alter: Mostly allows them to share her passive when near her.
Recon
Bloodhound: Some get to share the passive when near her, others gain an ability buff that scans targets.
Crypto (giving): Allows plenty of scanning. Many abilities scan targets. Some get to share his passive, allowing them to see the number of squads around on the banners while Hack is deployed. Likewise they also get to ping the banner to alert their squad.
Crypto (receiving): Most deal with Hack. Some upgrade Crypto. Some upgrade both.
Valkyrie: They gain the option to gain a double jump, or valkyrie's old jetpack design (weaker than her current), which also boosts her ultimate's height when they tether to her. Some can gain other effects, such as bangalore can get an upgrade to her smoke to split into more canisters and deal more damage if they hit. Hack (Crypto's Drone) can gain access to rocket pods that share Valkyrie's version of upgrade.
Seer: Most abilities gain the ability to reveal targets health and shields for a moment. For balancing, this might appear in the side of the screen rather than revealing the target(s)' location(s). Update: After the healthbar update, it might as well reveal them, otherwise what's the point of it? If they don't bring back Revenant the Silencer, I guess the silence options go to seer.
Vantage: Most get to share her passive while near her. Or at least gain the effect of tagging people hit by some of their stuff.
Support
Gibraltar: Mostly they get to share his Fortified while near him. Potentially letting them use another version of his arm shield, assuming that doesn't break the game. I added for many of them a faster revive capability within something of theirs. It also modifies other things, such as Bangalore, if she chooses faster revive in her smoke, and chooses healing smoke, the smoke will not only heal herself but allies. Others got similar things. Caustic faster revives in his nox gas, Seer in Exhibit, Watson in pylon, etc. I pulled that effect from Gibraltar having faster revives within his dome shield. Perhaps this effect lets them all do it within his dome as well, and extends his faster revives within their stuff and not just his dome. Truly would be partnership.
Lifeline: Most can get a faster revive speed while near Lifeline, and can set DOC to revive Lifeline when attempting to revive her.
Mirage: Most can get the ability to become invisible while reviving near Mirage, and can become invisible when respawning allies while either near Mirage or if Mirage is amongst those being respawned.
Loba: Most can share her passive, seeing the good loot around Loba.
NewCastle: Most get the ability to use his passive on him, able to drag NewCastle while reviving him and using his Revive Shield. Lifeline gets access to Revive Shield while DOC revives allies, probably while near NewCastle. Lifeline's revive shield uses her KDS, not NC's. Like his, damage taken by the revive shield reduces the power of her KDS, and is shared by all being revived by her. Likewise also limits the power of her KDS when she is knocked down if it didn't have time to recharge.
Conduit: Most can get BattPack. Some abilities, particularly damaging Ultimates, can leave behind Conduit's Batteries in some locations, particularly where they did damage. Those are two separate options.
Controller
Caustic: Most get to share Nox Vision while inside Caustic's gas with him.
Watson: Most get a slow shield recharge while near Watson.
Rampart: Most get to reload LMGs and Shiela faster while near Rampart.
Catalyst: Most gain immunity to triggering enemy Catalyst spikes and resistance to enemy Catalyst Ferro Walls (Ultimates). Aka, sharing her passive. Requires allied Catalyst nearby. If someone else triggers the spikes, the Legend with this perk can still take damage from it.
