Tactical Expansion:
If you hit a foe, it still counts as 1/3, but it wraps on the target instead of dropping to the ground. It lasts 20-30 seconds dealing 10-15 damage per tick and slows the target. The target's allies can shoot them to deal damage to the orb and destroy it just like if it were on the ground. The orb appears on/in one of 3 places: Above their head, on or behind their back, on or in front of their chest. Only one location is possible, Dev decision required for exactly where.
Targets hit by such cannot be hit through the ferrofluid on them, but there are holes that they can be hit through. Areas like hip or thigh, face, and others as determined by what looks cool or awful by the devs.
So both a benefit and deterrent for hitting a foe with the tactical. Near guaranteed kill, so long as they don't heal or are wearing red armor, or are freed from it, but they gain near impervious armor that has holes like swiss cheese slices. Yeah?
Ultimate could use a rework, but I don't know what could be upgraded about it.
Maybe allow it permanence, but only 1 at a time?
Tactical on Trident: Cover the trident in ferrofluid, dealing periodic 15 damage to anyone in or near the Trident. Does not hurt you or your team. Counts as 1 of the 3 limit. Enemy Catalysts are immune to it.
