Thanks to stuns and even a guaranteed revive built-into his kit, he has access to a lot of damage-immunity turns. Further paired with his altered DEFEND upon reviving, he is a master at survival.
He also has access to some enhanced damage (Altered ATTACK & DEF/MR shred), making him excel against enemies with higher HP. As for his post-revival state, his altered DEFEND acts as an enhanced normal one with DMG mitigation, making him excel at Rolling Cow.
Reportedly his 10% max HP DMG instance from normal attacks does not function in stampedes, making him less of a good pick.

Universal builds:
Itachi Uchiha EX uses the typical DPS builds decently effectively, with a few notes to his rotations.
Class: Rogue > Demonic
Weapon: Any DPS weapon (Can check Critical build for recommendations). Don't use ATK-replacing weapons!
Armor: Guaridan Grove > Scarlet Siege // Any other armor set
Rotation: Use ✨ at the start of the fight to stun and ATTACK. After death, use ✨ again when the enemy's mana pool is (almost) full to maximize stun duration.
Universal builds:
Since his altered ATTACK does not properly function in Stampedes, it's not recommended to use him.
Itachi Uchiha EX is compatible with all Rolling Cow Builds.
