A Proposal - Statewide Public Safety

Perhaps it is time to consider reorganization of public safety

agencies at the statewide level. I know that England has countywide

and regional police, fire, and ambulance agencies. I think that France

has just 100 fire departments (one per "state"). Denmark has regional

fire service provided by a private company. Estonia and Poland use

ambulances contracted from private providers. Australia has statewide

police, fire, and ambulance dispatch systems - with statewide umbrella

organizations for each service. Italy has a national fire service.

Japan has regional fire / ambulance agencies. (I am not sure how

Russia and China set up their agencies).

There can be strength in larger organizations - there can be weakness

(Enron comes to mind).

For Massachusetts -

State Fire Service - combine State Forestry, MMR FD, Westfield ANG FD,

Mass Fire Academy, State Fire Marshall, and "county FDs"

State Emergency Management - disaster planning, 1 PSAP per county, Air

Wing (police and medevac), Marine Wing, hazmat units, bomb disposal

units

State Emergency Medical Services - 1 advanced emergency room per

county, plus countywide ambulance services

State Police Services - combine all local and State police agencies

(except colleges and universitys) - basically everyone with blue

lights and sirens except the federal agencies
