First, take 6 peaces of tissue paper and fold it kinda like a fan then cut off the edges in semi circle. 

Now tie a string  in the middle of the page. 

Next pull the four pieces of tissue paper apart and fluff them on top alternating sides. 

Make a little nub on the bottom, and connect the two pieces of the nub with tape.
