All employees bear the responsibility for the upkeep of any professional licenses, certifications, or other credentials essential for their designated role. This obligation includes ensuring that all credentials are current, in good standing, and in full compliance with all pertinent legal and regulatory stipulations. Employees are mandated to furnish updated documentation of their credentials to the Human Resources Department as and when required.
Non-compliance with the requirement to maintain necessary credentials may lead to disciplinary measures, potentially culminating in the termination of employment. Provisional teachers are required to successfully complete an educator preparation program in conjunction with mandatory mentorship. Provisional teachers must satisfy evaluation criteria in accordance with N.J.A.C. 6A:9A-8.6, which necessitates the attainment of two final ratings of either "effective" or "highly effective," one per year, within a span of three consecutive years of teaching.

The New Jersey Department of Education offers a three-tiered certification system. The Certificate of Eligibility with Advanced Standing (CEAS)/ Certification of Eligibility (CE), the Provisional and the Standard Certification.
The Certificate of Eligibility with Advanced Standing (CEAS) and/or the Certificate of Eligibility (CE) allows a candidate to apply for a teaching position and be enrolled in the Provisional Teacher Process (PTP). New Jersey has a three-tiered system for obtaining a standard license: CEAS/CE, Provisional, and Standard. The Provisional Teacher Process requires all novice teachers to be mentored and evaluated by experienced professionals in their schools while under provisional certificates as they work toward obtaining their standard license.

Candidates possessing a Certificate of Eligibility (CE) are required to be actively enrolled in a CE Educator Preparation Program (CE EPP) and must provide verification of this enrollment to the hiring institution. CE candidates are mandated to complete a minimum of 50 hours of pre-professional experience within a CE EPP prior to commencing employment. Verification of the successful completion of these 50 hours must be presented during onboarding in order to obtain a provisional certificate. This 50-hour pre-professional experience requirement is not applicable to candidates who possess a Standard or CEAS instructional teaching certificate, or who are exempt under the reciprocity regulations outlined in N.J.A.C. 6A:9B-8.8.
Teachers possessing a standard instructional certificate and a Certificate of Eligibility (CE) in one of the following areas—Teacher of Students with Disabilities (TOSD), Bilingual Education, English as a Second Language (ESL), or Pre-school through Grade 3 (P-3)—are required to be registered in the Provisional Teacher Program (PTP) and must provide verification of enrollment. These candidates will operate under a provisional certificate while fulfilling the necessary pedagogical requirements. As they already hold a standard certificate and have undergone prior mentorship and evaluation, they are exempt from subsequent mentorship and evaluation obligations.
All novice educators holding either a Certificate of Advanced Study (CEAS) or a Certificate of Eligibility (CE), and who are registered in the Provisional Teacher Program (PTP), are required to undergo mentorship in compliance with state regulations for a duration of no less than thirty weeks. For educators employed on a part-time basis, the mentorship period is extended until the equivalent of thirty weeks has been successfully completed. Each employing institution is responsible for meticulously tracking both the mentorship process and the allocated mentorship time. Furthermore, all financial obligations associated with the provision of mentorship services must be duly settled. The established fees for mentors remain unaltered. Educators holding a CE are subject to a fee of $1,000, while those with a CEAS are subject to a fee of $550. Regulatory stipulations mandate that all disbursements from candidates to mentors are to be processed exclusively through the district, thereby prohibiting direct monetary exchanges between novice educators and their mentors.
