1. Welcome and Opening Remarks

3. Discussion Items
a. Fall Conference Countdown
i. Who is planning to attend?
ii. Current registration number 400
iii. Please share the conference info. https://apautah.org/conferences/2025-
apa-ut-fall-conference/
iv. Here’s the volunteer sheet, along with the mobile tour sheet for
reference.
This conference will be more logistically difficult than
past APA Conferences due to moving between different
venues within the Gateway.
Nikki has created a schedule for Board members to help
with various tasks around the conference. This includes
introducing panels. Please be at your assigned locations.
Shuttles will be loading outside of Gateway near the
Megaplex.
Potentially complicated parking situation. Nikki will
create signs to put up to help people understand the
instructions.
b. Bylaws, Handbook Governance Outreach Strategy
i. 96% approval from previous votes
ii. Bylaws Vote – Oct 1 to October 30 th
Table set up at the Fall Conference – Will have a 2-page flyer
distributed at the conference. Will also have a copy of both the old
and new bylaws. Jason encouraged members of the Board to interact
with APA Members and talk about the bylaws.
iii. Position Nominations – Nov. 1 st to 15 th .

Please spread the word that nominations will be opening and
encourage people to apply.
iv. Board Position Voting – November 17 th to December 1 st .
Anticipate having board member elections in the back half of
November.
c. Land Use Task Force – Early list of 2026 Issues
Wilf sent over a list of 11 items that he sees coming up in the next
legislative session. These are being discussed by the land use task
force.
I. Prioritize state funding for infrastructure to support new housing
II. Revamp of the framework for the Moderate Income Housing Plan
III. Making detached ADUs by-right (parameters being discussed - size of lot, zoning, etc.)
IV. Defining "reasonable diligence" in relation to when plat, development approvals expire
How to determine if someone is doing reasonable diligence.
Developers and local government representatives are getting together
to work through that right now.
V. Cleaning up language on determining similarity of commercial uses with those in code
(last year's SB179)
Question about what prompted this?
Determined that there was a problem in the language in the passed
bill that needs to be revised.
Found that it was causing legislative decisions to go through the
administrative review process. This will be updated and corrected.
VI. Annexation issues (still under discussion)
VII. Preliminary municipalities (repeal? modify? expand?)
VIII. Potential state standards for development infrastructure
IX. Code of ethics for Planning Commissioners (prohibit active participation in opposition
to an application)
X. Transfer of water rights from city to city
XI. Impact fees to be based on unit size, not per lot or per unit
This is an opportunity to begin engaging with elected officials that
represent our communities.
May be modifications due to the state housing plan which was
released last week.
Some legislators like the throw out unexpected proposals, could have
some on these topics.
Several things still up in the air ahead of the next legislative session.
Lots of discussion about minimum lot size, including a bill last year.
Could potentially see a bill come up on this issue next year too. Still
not sure what that will look like.

Developers pushing for mandatory compliance with general plan in
recent years, but that has sort of gone away per Wilf. Could
potentially come back, but it doesn’t seem imminent.
Wilf is still onboard with a virtual legislative informational meeting
for APA members. Tentatively November 6 th at Millcreek Commons,
but Wilf may be out of town.
d. Spring Conference
Since St. George didn’t pan out, we are starting a bit later than usual.
Nikki will go to Richfield to tour their space after the conference.
Action Items
e. Forum Conversation - Proposed Forum Updates:
i. (Goal is to make it less overwhelming & fewer areas to monitor)
ii. Cut "Area" -Post to events
iii. Cut "Citizen Planner" -They can post in Planning Topics
iv. Cut "Mentorship & Job Seekers"- Already have a job board
v. Cut AICP Exchange- Is there something better? - Possibly events
vi. "Planning" collapsed with "Planning Challenges & Issues" and titled it,
"Planning Topics" (1)
vii. Keep "Legislation & Implementation"
viii. Keep "Codes and Ordinances"
ix. "Other" changes to "Events"
Planning Commissioner meeting yesterday discussed the forum,
many PC members are not aware that the forum even exists. Need to
focus on raising awareness of the forum in general and get
membership using it.
Suggestion to put the forum in a slide at the conference. Will post QR
codes around the conference center as well.
Do we know how many people are registered? Don’t have an exact
amount, will need to find that out on the back end. Anyone who has
an account on APA Utah’s website is registered on the forum.
Need more content, but struggle to get content without users. Request
for the board to go and post more often to drive up engagement.
Looking at proposed changes to try and simplify forum and get more
people using it. Focus on outreach and engagement with a broader
view.
If we stick with this, what is the plan to increase engagement? If we
shift to something else, how is that going to work?
Motion to adopt the forum changes as proposed by the
communications committee – Mike G. Second – Scott Hill.
• Motion passed unanimously.
Need to have further conversation.
Discussion to have a short session at an event to show people how to
use the forum and push it out on multiple platforms.
4. Updates and Reports
President’s Update/Report – Jason Boal
o I attended APA’s Congressional Fly-In - September 16-18, 2025. Met with
Sen. Lee and Sen. Curtis’s offices. Rep. Owens and Rep. Moore’s offices.

Discussed Road to Housing bill.
o Reminder that APA State Legislative Summit is coming to Utah in
December.
o Utah housing strategic plan has come out, suggest everyone take a look at
it.

o Zach has resigned from his position.
o Looking for someone on the board to take up the lead on the legislative front.
o Utah Housing Strategic Plan
A housing flyer that provides an overview of the plan, highlights key
tactics, and includes a QR code linking directly to the full plan
document.
Programs Update/Report – Chris Hupp
o Ombudsmen’s meeting that was scheduled for November needs to be rescheduled.
o Pivoting direction on the winter social. Thinking of doing a Christmas movie at the
Thanksgiving Point theater with a pre-party to allow for socializing. Other ideas
include looking at lights and ice skating.

o Moving Planning Commission meetings to quarterly instead of monthly.
