3. October 1 st - October 17 th Nominations open for Board Seats (if
needed) (Fall Conference is during this time)
4. October 24 th - November 3 rd - Board Member Election (if needed)
5. December 2025 Board Retreat with new members

Discussion about how the bylaws are adopted.
Question: Is this structure standard for APA chapters?
Answer: No, this is new to APA but found in other non-profits. Utah
will be a leader in switching to this type of structure.
Question: Is mentorship included in the new bylaws?
Answer: It is under programs and professional development. AICP and
Mentorship are both specifically included, with early career planners
having a networking component.
Bylaws are still in draft form and can be adjusted as needed.
Board Vote to take revised bylaws to APA Utah Membership for approval.
Motion: Ted Knowlton to release the draft bylaws to the general membership.
Second: Meagan Booth
Approved unanimously.
b. APA Utah Individual Award Nominations
a. Alyssa gave an overview of the work that has been done by the
awards committee.
ii. Board Vote to accept the nominations for awards based on the Award
Committee’s recommendation.
iii. The Awards Committee and Nominee information can be found HERE
1. George Smeath - Planning Student Award-
a. Hannaneh A. Kalantari - the Award Committee
recommends considering an alternative candidate - Bruce
Parker. Bruce will also be a great candidate for the Morris
Johnson award.

2. Ted Knowlton Planning Leadership Award-
a. The Award Committee recommends Nominee Scott
Browning for the award.

3. Morris Johnson Award-
a. All nominees are excellent.
b. The Award Committee recommends nominee Mark
McGrath for this award due to the range of experience and
detail provided in the nomination

4. Gene Moser –

5. Gene Carr Award-
a. The Award Committee recommends Nominee Meg Ryan
for the award.
Discussion regarding Meg Ryan’s
nomination for this award.
Board will move forward with Meg Ryan.
Board Vote to approve the nominations for the proposed individual awards.

c. APA Utah Spring 2026 Conference (see attached information)

i. Board Vote to move forward with Spring 2026 Conference in St. George.
ii. Dixie Conference Center, March 4-6, 2025.
1. Attached are the Dixie Conference Center cost estimates:
a. Ballroom + 2 additional rooms (Wednesday–Friday):
$11,705
b. Ballroom + 2 additional rooms on Wednesday, and 3
additional rooms on Thursday and Friday: $12,885
2. Food Menu (looks in typical range for costs)
Discussion regarding the dates and venue of the 2026 Spring Conference. Wilf pointed
out that the legislative session will be ongoing with the proposed dates, may be better
to switch locations so we can have it after the legislative session. Nikki will look into
other venues and see if there are other options to keep it in St. George and if not see
what other areas are available.

o I have been invited to the APA’s Congressional Fly-In - September 16-18,
2025.
o FAICP Nomination Packets were successfully submitted for Ted Knowlton
and Arnab Chakraborty – Huge thank you to Tippe and Kirsten
Vice-President’s Update/Report – Meagan Booth
Secretary Update/Report – David Rodgers
Treasurer Update/Report – Mike Gottfredson

o The citizen involvement committee has cancelled the commissioner chat for
July and August and, given the low attendance during the summer
months. We are cancelling the September commissioner’s chat also as the
first Monday is Labor Day. Starting again in the month of October. An email
August 1, 2025

will be sent out this week with the changes and will also be on our
website. We are planning communications to the planning commissioners
with and invitation to the Fall Conference, one day with a focus on citizen
training.
