Hilltop Group, otherwise known as PMC "Hilltop", is a private military group based primarily out of the NEU. It is an open secret that this group, whilst not officially a part of the NEU's armed forces, was formerly funded by them and operated in a near similar fashion. PMC "Hilltop" hired mostly professional USRF soldiers; and before their dissolution, had taken to recruiting criminals serving time in prison. Promising to nullify their sentences upon completing a contract with the private military group, these petty criminals signed on for more than they bargained for- now unable to walk free unless pardoned.
Those of the formerly sanctioned Hilltop Group that reside on Sunrise Isles are in association with USRF. These mercenaries are trapped in hostile land, beset on all sides by enemies with limited resources as they fight for their own survival. Made up primarily of former USRF servicemembers, contractors, and criminals; they now exist as an illegally organized group after the outlawing of PMCs by the new Presidential Regime. Ruthless and desperate, they do whatever they can to survive while facing depleting stores of supplies.
Under no circumstances are USRF to engage with Hilltop Group, unless they are attacked.
While never a part of the USRF, the remnants of Hilltop Group are encouraged to follow the Mantle Act, due in part to them now acting out illegally by remaining organized.
Operatives can choose to abide by the Mantle Act with either upper or lower face covers.
Operatives can choose to also utilize Hilltop-aligned identifiers, which either are orange tape or the Hilltop Group flag patch.
Merged into one unit due to growing manpower shortages, Hilltop Group are currently led by one leader known as "Proxy".
While not officially disclosed, Hilltop Group now supposedly reports to a new mother company, Apollyon Cybernetics. Under this company, Hilltop acts as a military arm to serve their interests, often scooping up what technologies they can find in the wasteland for the company to use.
With dwindling supplies, and surplus from the USRF all but dried up, most operatives choose to make use of SMGs, shotguns, and bolt action rifles—all of which can be more commonly found throughout the wasteland.
As a Remnant of Hilltop Group, you understand that:
You are in a place with no friends. Even if USRF aren't likely hunting you down, you have made many enemies in your paid services, and people may despise you at most every turn due to your history.
You are people of little conviction. Though you may have once served the Union's whims, at the end of the day what you likely cared about was getting paid and supplied. Though opportunities may be scarce, perhaps you can find people who could make use of your skills for the odd job... for the right price, that is.
You may wear the same patch as the mercenary next to you, but you may or may not always see eye to eye with them. Criminals working alongside professional contractors may lead to varying levels of disputes. After all, each of you are likely serving your own selfish intentions.
Pick your fights and take risks carefully. Being overly aggressive in the Wasteland is a sure way to get yourself a lot of unwanted attention.
By default, restrictions to weapons for Hilltop Group are as follows:
Rifleman (and any other role not specified below): Allowed to use SMGs, pump action shotguns, or PL3 bolt action rifles without scopes.
Assaulters: Allowed to use both an SMG and a semi-auto shotgun at once.
Autogunners (both light and heavy): Allowed to use 30 round rifles in a "Heavy Barreled Rifle" configuration. I.E. The rifle uses a long barrel and has a bipod attached to it, when available.
Snipers: Allowed to use maximum of a PL 3 sniper rifle, with a scope. Additionally, they are given a pair of binoculars to use if they choose not to use the sniper rifle.
These weapon restrictions can be circumvented through the usage of the Company Store, found below.
The Hilltop Group on Sunrise has had considerable renown despite their desperate state of affairs. Fighting warring factions and groups of interest just to survive, their highly aggressive behavior has made them notorious for not settling for less than what they want. In doing so however, it has attracted waves of refugees and other societal outcasts that have nowhere else to go- praying on the hope that Hilltop takes pity on them and doesn't see them as a target.
Finding it safer to be with Hilltop than out in the wastes alone, the collection of outcasts has culminated in their exploitation- as Hilltop has now attempted to use the rejected masses for their own gain. Giving them the option to work with Hilltop on forging a new society at large, assets are civilians of the Sunrise Isles that serve a wide variety of jobs.
From forward scouts and hastily made shocktroopers, to chefs and barely qualified doctors. Assets serve roles that keep the small functions of Hilltop running while being paid with the understanding that this new life is better than the one they once had- and could be gone in the nearest moment.
Since they are not part of the USRF, assets do not have to abide by the Mantle Act. However, they are highly encouraged to cover up due to their association with an illegal group operating outside NEU laws.
Assets are required to utilize Hilltop-aligned identifiers, which are usually in the form of orange tape or armband, unless stated otherwise for certain operations.
Hilltop "Assets" come from all walks of life. Some being former frontiersmen displaced by conflict, while others are renegade bandits seeking a semblance of order. Many are simply wastelanders who have found themselves stranded with nowhere to go, driven by desperation and perhaps chance for redemption, they have gravitated towards the Hilltop Group, offering their services in exchange for protection, a meal, and a second chance.
While listed as "Assets" underneath Hilltop, they are usually referred to alternative names in person, such as trainee, trustee, associate, employee, or affiliate for example. They may also be known on a first name basis, or any other derivate of "Hey you".
They are obligated to follow commands of operatives or higher. Because of this, they are typically seen sticking with them.
Assets are typically armed with a variety of small arms, such as pistols, bolt action rifles, and shotguns, however, they may also be skilled in using whatever weapons they have at their disposal- almost never shying away from a sharpened melee weapon.
Equipment for assets are often secondhand or salvaged, reflecting their limited resources. They are commonly outfitted with stolen goods or whatever they brought with them that were voluntarily redistributed.
Assets have the potential to graduate and become fully trained operators [LR+].
Assets that come from a refugee background may speak another language other than English (mostly Quebecois, LATAM Spanish or Huroni). Sometimes assets may get grouped up with others that may speak the same language as them- though this can still lead to confusion in important situations. GLORY TO THE COMMONWEALTH
As an affiliated Hilltop wastelander, you understand that:
You are a vagrant living on the Sunrise Isles with nowhere else to go.
You have some loyalty to the Hilltop Group PMC, who have offered to take their pity on you and bring you into their fold.
Your character may come from any realm of the Wasteland in the United States, even in-region.
Due to security concerns, assets cannot leave the immediate area of North Island without additional help from one Section Leader+.
You may join Hilltop Group patrols, assisting them in auxiliary jobs or act as scouts.
You may not spy on factions or enter opposing territory.
Assets are required to have Hilltop PMC insignia, which usually comes from armbands made of orange tape.
Assisting the enemy of Hilltop PMC or contribute to treasonous plots will result in your execution.
