Seen as vagrants, aimless, or mildly amusing, most wastelanders are given a wide berth from patrolling NEU soldiers. Even in NEU doctrine, personnel are directed to only interact with wastelanders if they are of any use, straining communication to upkeep the Mantle Act. Ironically, in the most frontier posts of the Union, local garrisons have a more nuanced relationship- relying on cooperatives for farming when the usual trade convoy doesn't pull through.

To be a mutant in NEU society is to be constantly monitored, guarded, and kept at arm's length in an already punishing surveillance state. Being born as a mutant is already a mark of shame- seen as a metaphorical timebomb before the effects of stasis come in and inevitably turn them into monsters. Mutant interactions are cold, the NEU's Subspecies Act doing little to keep Green Rifles from being shunned by their own commanders.
There are a few cases of mutants being renowned in local NEU histories, mostly prevailing through bustling ghettos and cordoned-off neighborhoods. Suspicious Mutants are interrogated during patrols and welfare checks are done to ensure safety is kept from eldritch incidents or additions to pockets of biomass. Trade with mutants can be more nuanced, with some extreme cases of having some groups pressed into giving up supplies by USRF officers. No one is stopping an NEU citizen or soldier from being friends with a mutant- it's just that their life is going to end serving something else than the Union.

The Coalition previously aligned itself with the Southern Union following the breakout of civil war between the Midwest Union and loyalist Coalition forces. This caused serious tensions between the Northeast Union and the Coalition. However, with the outbreak of the Biomass on the Sunrise Isles, the Northeast Union struck an agreement with the Coalition to blockade the isles, by air and sea respectively. Despite this current cooperation, the Lakeside Division regards the Coalition poorly. The NEU also shares a land border with the Coalition right above Lake Erie, which is manned by several Lakeside Division units tasked with keeping the crossing secure. Hostilities from the people of Bargetown, led by former Governor Titus Akron of the Renewalist Party, led to the agreement between the Black Mountain Garrison and Bargetown allowing USRF servicemembers to visit the floating city breaking down. Additionally, USRF command recently became aware of the Coalition's Black Dog Partisans, Pro-Triumvirate traitors to the NEU, souring relations even further. Questions about the future of the Coalition's involvement in the Blockade have been raised.

The history between NEU forces and Southpoint villagers is rich, with over a year of attempted diplomacy. Diplomatic channels first opened between the two groups after a pair of USRF scouts were captured near the village. Since then, diplomatic ties have been attempted, crashed, and burned multiple times with the final nail in the coffin being a mass casualty friendly fire incident and the Southpoint State's declaration of war against mankind.
All diplomatic efforts by the Lakeside Division have failed. Command views Southpoint State as a threat that must be dealt with, as they are responsible for the growing biomass threat. With all this in turn, most USRF soldiers view Mutants, and, by extension, Southpoint negatively. The more self-righteous bunch in Lakeside may also view the fight against Southpoint as an existential fight for humanity's survival on the Isles.

The Alumni shares the most history with USRF on the Sunrise Islands, second to none. Since the USRF's early days on the island, back when the Lakeside Division was in its infancy, both factions were already facing off, unable to find common ground. Both seeking out pre-war artifacts, neither for the same reason.
These face-offs reached a boiling point in the early 2150's, when Alumni members and USRF expeditionaries clashed with rocks and melee weapons. Gunshots were also reported, but neither side has confirmed this. Since then, both factions have taken steps to deescalate by staying out of each other's way.
Embassies between the Northeast Union and Alumni are active, and a radio deconfliction line exists with the organization in case of emergency. The Alumni have allowed the USRF passage through the Sanctum so long as they do not bring war to their home. Cooperation between the USRF and Alumni against the Biomass have brought the two factions closer than ever before. Rumors of cooperation between the Black Mountain Garrison, Sunrise Isles New Model Army Forces, and the Alumni against the Biomass have begun to spread.

The Voyageurs are an anarchist insurgent group that have been designated as a terrorist organization by the NEU. Despite their small size and contained ideology, Command warns that they may pose a risk to future USRF operations on the island. As such, rules of engagement have been loosened against this group.
Over the years, this faction has been a constant thorn in the USRF's side, with everything coming to a boiling point after they capsized The Voyageur, a NEU cargo ship carrying outbound ex-USRF prisoners who had been caught smuggling for profit. According to USRF intelligence, the cargo ship is still sailing on Lake Erie today.
Because of their nature as an unconventional force, the USRF will only treat Voyageur captives as well as USRF prisoners are treated by them. Commanders may turn a blind eye to crimes committed against captive fighters if its done in retaliation against an immoral action made by the Voyageurs, such as an execution.

The Midwestern Union is an upstart Union rising from the ashes of the decrepit Great Lakes Coalition currently embroiled in a bloody war with their former countrymen. The NEU regards the young Union and its 'New Model Army' with caution. The New Model Army poses no real threat to the USRF currently and the Great Lakes Coalition provides a buffer state between the two unions providing little border friction. The Midwestern Union's forceful integration of the Government in Exile of Canada and the remainder of it's forces to be used against the Coalition was made with silent approval from Douglass, as both the Midwestern Union and Northeastern Union agree that a independent Canada should never exist again. The official stance from command is not to engage the forces of the Midwest Union.
The Black Mountain Garrison has begun a new relationship with the New Model Army present on the Sunrise Isles to combat the Biomass, leading to the Lend Lease agreement between the MWU and NEU, bringing the MWU's armed forces to bear against the Biomass. Rumors of cooperation between the Black Mountain Garrison, Sunrise Isles New Model Army Forces, and the Alumni against the Biomass have begun to spread.

The Unimata is a group of droid activists based out of the Mudlands on North Island. They seek equality for the different peoples of the wasteland and seek to cure the Rot which plagues droids.
The USRF and PMC Hilltop Group previously cooperated with the Unimata in a joint war effort against ALMA's Way and the Chromeskulls, leading to both organizations being forced off North Island. Though occasional skirmishes with ALMA's Way and the Chromeskulls continue, the large war effort has gone cold. As a result of other fronts, the USRF Outpost within the Unimata Scraptown Oasis was given back to the Unimata. Despite this, the Unimata and USRF still regard one another as battle brothers. Despite the end of the Alma's Way conflict, the Lakeside Division still remains allied with the Unimata due to ties between the groups and mutual benefit.

The Children of ALMA's Light is a cult operating within Sunrise City who worship a Collective of droids, both the cult and collective revere a figure known as ALMA.
Following an attempt to deescalate the growing conflict between the Black Mountain Garrison and the cult, ALMA's forces assimilated several C7s and a C8-A and ambushed the USRF forces. Following this, ALMA's Way was declared a terrorist organization by the NEU. The USRF with its ally the Unimata were at war with ALMA's Way for a time, including an extensive contract by Hilltop Group PMC. Following a peace deal brokered through a neutral third party. The conflict between the Lakeside Division and the followers of ALMA has ended. Despite this, ALMA's Way is still seen as an enemy of the Northeast Union to be destroyed if the Biomass crisis can be dealt with.

The Chromeskulls are a gang of over augmented maniacs trying to run the streets of Sunrise City. The Chromeskulls have a variety of different ideologies within the gang, but they are united by their augmentations and anarchism.
A Chromeskull member was captured by Hilltop Group PMC following an attack on the Unimata settlement of Oasis by ALMA's Way, revealing their involvement as mercenaries in the conflict prior to the 2164 Constitutional Crisis. USRF forces continue to occasionally skirmish with the gang on and off.

Mainly made up of South Union immigrants, draft dodgers, and military deserters, the Palmettos once sought to be accepted by their northern neighbors, both military and wastelander alike. Fleeing the Marxists to make a life for themselves, these Southerners once lived in luxury until the Many Men assassinated their leader and destroyed their beloved Port Town, sending the "Palmetto Movement" into the darkest of ages. They have arisen from the ashes, with grit, vigor and savagery; not to mention a warmongering leader at the helm. Regardless, their original purpose remains the same.
A former friendship between the USRF and Palmettos has been severed after reports came through of the Palmettos discretely working alongside the Voyagers. This resulted in a USRF patrol attempting to strongarm equipment lent to these backstabbers, which the Palmettos retaliated by detonating multiple IEDs inside a USRF Outpost. They are simply viewed as a pebble in the mighty boot of the USRF.
