The Reclamation Discipline Authority (RDA), better known as simply the Discipline Authority (DA), is the military police force of the NEU, responsible for keeping the USRF in check and ensuring the fair and humane treatment of prisoners. They operate independently from the USRF command structure, despite being deployed to the same bases that they are, answering directly to the Supreme Authority. DA Officers are referred to as "MPs" in daily speak, or derogatorily as "Jackboots" by USRF soldiers behind their backs. Known to be highly effective and unwaveringly loyal to the state, their job is to keep the USRF in check, and to make sure that the Reclamation Codex of 2164 is followed by each and every USRF service member. At times, they may also act as "barrier troops", secretly deploying behind USRF forces during extremely important and high-risk missions in order to stop desertion attempts at all costs.
Due to their role, MPs follow fairly strict guidelines to provide an intimidation factor and an air of professionalism - with full facial coverings required for outdoor excursions with USRF. This also has the benefit of helping to hide their identity at times.
Though it is highly recommended, some MPs may not fully cover their faces while on base - instead opting for sunglasses or other eyewear to hide their eyes. Even without facial coverings though, MPs must follow strict hair and/or facial hair grooming standards to ensure a professional look.
While MPs operate independently from USRF command, it's not uncommon for them to be taken aside by masked individuals only to come back in a more presentable state for failure to abide by the aforementioned guidelines. Minus a black eye hidden under a pair of opaque eyewear, that is.
Discipline Authority members are advised to keep 24/7 watch of their posts if put on duty overseeing a USRF operation. They defer to their senior officers for guidance and only pull back upon the operation's end or by strict orders of ranking officers. All supposed deserters are arrested if they follow proper stand-down procedures or if they do not turn back to fight.
Directed to follow the "no-cross" procedure, barrier troops are advised to give a potential deserter two warnings to turn back, giving a warning shot after the second warning, and an aimed shot to the target's chest after the warning shot is not heeded. Suppose the deserter draws guns upon the barrier troops with intent. In that case, a single warning will be given, followed by direct fire if the warning is not heeded or if the situation escalates to the deserter being the aggressor.
If a deserter bolts past the intended barrier or the sides of the barrier troops, they are to be shot on sight- if they break line of sight, drone usage is advised to give chase.
MPs have been known to stick to the exact prescribed punishments of law violations whether that be minor or extreme, though some officers may seek to go overboard such behavior has since been cracked down on due to the maiming of servicemen causing decreased troop morale. MPs don't often give lesser punishments but depending on circumstance may choose to lower the punishment for a good reason or request a higher punishment from their superior officers, any officers who seek to give a higher punishment without authorization have been known to be visited by ESS agents
While many of the MPs are prior FLA, the former ties between FLA officers and USRF servicemembers where they were stationed have been broken by heavy indoctrination.
While MPs have been heavily indoctrinated following the regime change, some have been known to show hesitation at times during the disciplining of cadets. Despite this, under fear of what may happen to them if they do not enforce the regime's rule, they more often than not follow through with these punishments.
The Gendarmerie Nationale (GN) is a heavily militarized policing force that is entirely focused on maintaining law and order within the NEU's provinces. Typically found within the Union's large cities, the Gendarmerie's influence is often truly only felt in large towns and urban hellscapes where the majority of the Union's population lives. Poorer and more rural regions and provinces may have much reduced Gendarmerie presence due to the lesser importance and lower priority placed upon these areas. However, the Wasteland Operations Division has since been deployed to territories on the NEU's Federal Fringe, such as the Sunrise Isles, where the NEU has since laid a currently contested claim to both North Sunrise Island and Sunrise City.
Due to their status as part Central Security Bureau, the Gendarmerie is required to uphold the mantle act, and most Divisions do. However with this said, the Wasteland Operations Division often elect to ignore, or keep it as a suggestion. They have the decency to follow it on Northeastern Installations such as Black Mountain Complex but can be found often out in the wasteland without proper coverage.
For the purposes of the Wasteland Operations Division, which is what is present in Wintertide, Gendarme are given the choice whether they completely comply or not. However, they are required to follow Mantle inside and around Black Mountain Complex, however while in the Wasteland or in Frontiers Settlements you do not have to follow it quite as closely.
While many decide to not cooperate with the Mantle Act, those that express their defiance are usually assigned to nightmare areas, such as Sunrise City or the Mudlands. That is not to say that some ESS or DA officers can/will take a harsher approach.
The Wasteland Pacification Act is new legislature that, after being in air for weeks, has been ratified with the defeat of the Canadian regime. This is in due part to the Wasteland Operations Division's diligence in the extraction of refugees and civilians from war-torn parts of Canada.
The Act describes a border 50 miles off from the NEU's territory, that will become considered NEU territories and subjecting the wastelanders to NEU jurisdiction. This implies that Wasters within this extended border will be considered citizens of the state, allowing Gendarmerie forces to enact NEU law where needed.
Variances to the act were made for 19 territories, including the Sunrise Isles. This is due partly to heavy competition and expected strain on positive relations on the isles, and the NEU has only officially claimed North Island, its surrounding waters, and Sunrise City. The rest is cast off as wasteland or neutral zonings.
This act, even in its infancy has already seen some abuse by the Wasteland Operations Division. There have been moments where the Gendarmerie in region will bend its definition, and who applies as a citizen, for better efficiency. They've also been known to take advantage of the waste, by securing monetary gains for their division, and the state, while the Discipline Authority publicly detest this activity, the higher command and case officers let it run due to its benefits.
Gendarmerie, in almost all instances, are prior USRF. The most popular division for them to come from is the Douglass Division, with Lakeside in a close second. There are, however, still a number of gendarmes that derive from the now-defunct FLA. The Majority of the Gendarmerie were offered positions within the group during the first days of Dubois' coup.
Wasteland Operation Division officers were most notably seen during the 2nd Canadian war, where they proved pivotal in the resettlement of refugees and other civilians. They have since then been given more power through the Wasteland Pacification Act to better their efficiency in their duties.
The Gendarmerie and Discipline Authority have a faux rivalry within installations, with the mostly militarized Gendarme who feel Discipline Authority officers often give unfair rulings, and tending to overstep said rulings. Their rivalry is not physical and is instead more of a local fire department vs police department, any officer who causes bodily harm to the other, directly or indirectly, will be subjugated to Capital Punishment.
In order to ensure the safety of the Union from all foreign threats, the External Security Service (ESS) serves an exceptionally special role within the Central Security Bureau. Though the ESS works hand-in-hand with USRF High Command to uncover dissent and plots of treason caused by foreign influence, their true loyalty lies entirely to the President and the other heads of the Union. Rumors have circulated - especially in the period following the regime change - about high-ranking officials being carried off by ESS agents at the whim of the President due to being deemed as "threats to the safety of the Union", only to never be seen or heard from again.
Although the External Security Service is named such, a lot of its operations are Internally focused. Many agents' tasks, especially in areas of concern where they're implanted, are based on surveillance, information-gathering, and undercover work as low-ranking individuals within USRF and other Union installations. Though highly stringent, it is not unheard of that ESS agents will overlook more petty infractions due to the tunnel-visioning of uncovering larger conspiracies against the state.
Though ESS agents have a focus on undercover operations, THEY ARE PURELY FOCUSED WITHIN THE USRF. ESS are NOT ALLOWED to spy on or go "undercover" within other factions under ANY circumstances.
Due to their role, ESS have strict guidelines that protect their identity from the USRF rank and file. When not in their private workspaces, they have no recognizable characteristics aside from their uniform: a neatly worn black suit and tie.
ESS should rarely ever be seen without full facial coverings, even undercover. This is to prevent the unnecessary compromising of their operations and identities.
It's not uncommon for ESS agents to be pulled directly from their position upon not following proper identity obscuring procedures or their identities being discovered.
Remember, any of your friends could be a Service Agent.
ESS operations are almost entirely deployed in foreign territories beyond NEU borders. This includes USRF installations, Frontier Settlements, and other civilian hubs outside NEU lines.
The ESS have gotten the nickname "Suits" by USRF service members due to their appearance and demeanor.
As an officer of the Discipline Authority, you understand:
You may exercise NEU and military law on USRF servicemen.
You may not exercise NEU and military law on members of other factions except in dire situations within BMC or USRF territory.
You may not take bribes from USRF servicemen who may attempt to evade their punishment, integrity within the NEAF is paramount and you are ordered to uphold it at all costs.
You may join USRF hosted patrols if they already meet the criteria of members, however, know that your job is not to deal with wasters nor citizens, and instead the servicemen around you.
You may not refuse to follow Mantle Act. Whenever you are inside the mountain, you are expected to wear a half-cover, and outside the mountain are expected a full cover.
You may not intentionally cause issues that would lead to the harm of a Gendarmerie Nationale officer. Internal rivalries in the CSB almost never escalate to violence for fear of retribution from the union.
As an officer of the Gendarmerie Nationale, you understand:
You may exercise NEU law upon wasters on North Island and in Sunrise City.
You may not exercise NEU law upon wasters within any faction locations, or any location not listed above.
You may exercise NEU law within Frontiers Settlements and go to their startups as long as they know beforehand and are okay with it.
You may take bribes from wasters, as long as they have not committed an extreme crime, such as murder. Members of the Discipline Authority or the ESS will maintain the right to minor punishment if caught.
You may patrol with/without USRF as long as you meet current criteria, however if you go to South Island, outside of Sunrise City, know that you are unable to exercise wasteland justice, and may need to use the servicemen around you for anything regarding that.
You may refuse to follow Mantle Act on certain conditions. Whenever you are inside the mountain, you are expected to wear a half-cover, and outside the mountain are expected a full cover. However, you may break this expectation as long as you are not near Black Mountain, and it does not risk yourself or your allies.
You may not intentionally cause issues that would lead to the harm of a Discipline Authority officer. Internal rivalries in the CSB almost never escalate to violence for fear of retribution from the union.
You may choose to wear any headwear from the Gendarmerie portion of the retextures page, you are not required to wear a soft cover, but it is recommended when you are in Black Mountain; however, for vignette purposes these garrison caps are required for other Gendarme divisions.
As an officer of the External Security Service, you understand:
You must assume fake names when undercover to protect your real identity. This goes along with other aspects of a false identity that you may create yourself.
False identities must adhere to the current lore and setting of ATF and the NEU. For safety purposes, the 11th Green Rifles unit is the only unit off-limits, while foreign-legion units may prove to be difficult to forge backstories upon.
You are heavily recommended to send updates to commanding officers (HR+) in bi-weekly updates. Notes and additional collaborative work is encouraged to be shared in the "group chat" excerpt.
It should go without saying, but ESS shouldn't get caught. As ESS, it is your duty to keep your true identity a secret, and your responsibility to show restraint to prevent your identity from being revealed. You have near limitless possibilities to prevent this from happening, but it is up to you on how they are utilized.
Above all else, ESS should do their best to preserve the integrity of the union.
