Coming from all walks of life, Conscripts essentially serve as 'Junior Cadets,' as these grunts are fresh out of basic training and are still learning the ropes. They've just come out of the USRF's vigorous training & vetting process, so while they may be the most familiar with the skills required to fight in a conflict, they have little to no actual practical or combat experience.

Contractors are civilian workers who work in USRF military bases. After being thoroughly vetted by government officials, contractors can work a multitude of jobs largely centred around construction and logistics.

The Frontiersmen Program has resettled countless poor and downtrodden NEU citizens across both the fringes of the Union and the wastelands surrounding it. These Frontiersmen live similar to wastelanders, but they are loyal to their homeland and benefit from increased protections from the USRF and CSB.

Comprised of the poor and desperate, Hilltop's "Assets" are ordinary wastelanders that have been brought into the outlawed PMC's fold. They face an intense screening and training process that manipulates them into being fiercely loyal to Hilltop's cause and ways of fighting. Assets are paid the bare minimum, either being a few Northeastern Dollars or in supplies such as ammunition and food which will extend their duration in the Isles.
