OVERVIEW
As the Central Security Bureau has matured, the Department of Law and Order has introduced a newly established Code of Conduct. This newly formed Code of Conduct arises from various situations and incidents that occurred due to reliance on the Reclamation Codex, which was originally designed solely for Military Police and did not encompass all applicable laws within the Union. The new Code of Conduct has been distributed to all officers within the Central Security Bureau, and it is effective immediately. All officers are now required to adhere to these guidelines, with noncompliance resulting in disciplinary measures from their superiors. Superiors have also been directed to familiarize themselves with the Code of Conduct and may face penalties for any failure to comply. While the Reclamation Codex remains in effect, it must now be applied in accordance with the standards established by the new Code of Conduct. An additional aspect of this new approach involves the directives from the Discipline Authority, which has internally sought to rein in its excessively overzealous officers. Due to reports indicating that these officers have exhibited sadistic and violent behavior in their enforcement of the codex, leading to fragging incidents along the Southern Frontline and maiming of Servicemen.
In addition, the Wasteland Operations Officers have obtained a newly issued Code of Conduct from the Wasteland Operations Command in [DATA WITHHELD]. This Code of Conduct differs significantly from the standard Code of Conduct of the Gendarmerie Nationale. This distinction arises from the varied backgrounds and characteristics of the typical Northeastern Citizen compared to those who have previously been derogatorily referred to as "wasters." Following the implementation of the Wasteland Pacification Act, the term "Waster" has been officially retired and replaced with "Future Citizens." A term of endearment that has not been taken well by most wasters.

You are encouraged to work with servicemen to uphold law and order
Servicemen should be treated with respect and the same dignity other officers are treated if they have not commited a crime.
You are to not inflict serious bodily harm to a servicemen without probable cause. Or approval from a Supervising Officer.

The individual(s) should be immediately detained/arrested
A weapon is to be readied in the event of resistance
Backup is to be requested as needed.
Strict authority is to be maintained with the individual(s)
The Individual(s) should immediately be transferred to the BMC Corrections facility pending shipment to Mainland
All authority over persons charged and detained with Crimes Against the Union are under CSB control and not Lakeside Division Command
If the individual is a NCO or above. A higher ranking CSB officer is to be contacted immediately and or ESS.
HOW TO ACT TOWARDS SERVICEMEN
- The Gendarmerie only have jurisdiction over servicemen when there is no martial law declared or when outside of a military operation
- Gendarmerie should generally only record and report illegal acts to the DA
- Gendarmerie should only intervene and detain servicemen if they are committing a high crime or endangering the public
- Servicemen should be treated with respect and the same dignity other officers are treated
- Gendarmerie are encouraged to work alongside servicemen in keeping peace and order
- The Gendarmerie have no authority to order around military personnel, but military personnel also cannot order Gendarmerie
HOW TO ACT TOWARDS NORTHEASTERN CITIZENS
- Most NEU citizens you interact with will be Frontiersmen
- Frontiersmen are to be treated with respect as being a citizen of the NEU
- An air of caution should be maintained when alone or outnumbered
- Crime Reports from Frontiersmen should be acknowledged and dealt with to your best ability
- Making small talk and creating good will with Frontiersmen should be a priority
- They should be strictly watched and surveilled to prevent insurgency or antigovernmental sentiment
- Frontier Premiers and Militias have zero authority over you, following their requests is at your discretion
HOW TO ACT TOWARDS PRISONERS
- Treatment Varies by crime
- Always be vigilant and prepared
- Low Level criminals should be treated with decency and not rough housed
- Mid level criminals should be treated with caution, should only be rough housed to ensure compliance
- High level criminals should be treated with danger and extreme caution, acting out of order is treated with physical force
- Constant prevention of escape attempts and uprising is to done through routine searches
- Prisoners should not be killed outside of scheduled executions or being an active deadly threat to others
HOW TO ACT TOWARDS FUTURE CITIZENS ('WASTERS')
- 'Future Citizens' are dangerous and uncivilized individuals that should not be trusted but are still to be shown decency when applicable
- On North island and in Sunrise city they are under NEU Law
- If outside of NEU territory that may only be charged if they commit a crime against an NEU citizen or pose an active threat to the NEU
- Extreme Caution and awareness should be maintained, bearing firearms openly is suggested
- Many 'Future Citizens' may be part of hostile groups and organizations
- Compliance with NEU law in NEU territory should be ensured
- They should only be shot at if they pose a threat to CSB or USRF personnel
- Being in a group of officers when encountering them is highly suggested
- Spreading NEU ideals and pro government sentiment is encouraged
- Ensure you maintain the ideals of civilization
HOW TO REACT TO SOMEONE COMMITING A CRIME AGAINST PEACE AND CITIZENRY
- Pulling a weapon out immediately is not encouraged in most situations
- An air of authority and civility is to be maintained
- The individual(s) may be questioned or talked to without force
- Immediately arresting or detaining an individual is not suggested unless needed by circumstance
- If there are multiple individuals requesting GN, USRF, or Militia backup is allowed
- If arrested the individual(s) should be taken to a local jail and tried locally unless ordered otherwise by a superior officer
- If the individual is a premier or government official a higher ranking officer should be informed immediately
HOW TO REACT TO SOMEONE COMMITING A CRIME AGAINST THE FORCE
- Crimes against the force mostly only apply to Military personnel
- Some common sense Crimes under The Force may also apply to civilians and wasters, ask a higher ranking officer for clarifications if needed
- Crimes committed by servicemen should be recorded and reported to the nearest Discipline Authority Officer
- Servicemen should only be arrested if the crime poses a present threat to the Union, yourself, the public, or military operations
HOW TO REACT TO SOMEONE COMMITING A CRIME AGAINST THE UNION
- The individual(s) should be immediately detained/arrested
- A weapon is to be readied in the event of resistance
- CSB, USRF, and/or militia backup is to be requested
- Strict authority is to be maintained with the individual(s)
- The Individual(s) should be temporarily put in local jail before being sent to BMC or other prison facilities
- All authority over persons charged and detained with Crimes Against the Union are under CSB control and not local frontier government control
- If the individual is a premier or government official they should be arrested and a higher ranking officer is to be informed immediately
