PROVINCIAL DEFENSE FORCES
Provincial defense forces are organized militias directly governed by the provinces rather than being under the command of the USRF. Only USRF veterans are permitted to be members of these militias, these militiamen receive regular training to keep them loyal to the NEU and ready to defend their respective provinces. The provincial defense forces frequently coordinate with the USRF Homeland Corps in order to defend the sovereign territory of the Northeast Union.

New Brunswick, known as the Lumber Province, shares many characteristics with its neighbor, Maine. With a population of around 250,000 spread over an area of more than 28,000 square miles, it is considered to be the most sparsely populated region of the Northeast Union. It is heavily reliant on its timber and paper industries which regularly export goods to Quebec and vendors in the Wasteland. This province's expansive and seemingly endless wilderness makes it prime ground for USRF military exercises, which occur year-round and fund small towns to keep them from closing all together. The significant Quebecois population has a strong presence here. It is among the poorest regions in the Northeast Union, second only to Virginia. Public services and road infrastructure are near-nonexistent, with most cities connected only by common travel paths and half a dozen asphalt roads with potholes the size of small craters.
NOTABLE CITIES
Riviére-du-Edmund (Capital): With a population of over 16 thousand, this city (Pre-Flash Edmundston) is home to three Lacroix Logging Co. factories and the Lacroix Manor, a massive property belonging to the proprietor and head financier of the timber company. Most of the city's inhabitants are employed by the Lacroix Logging Company.
Québec-Saint-Levis: With a population of ~15,000, it is known as the "criminal underbelly of the NEU" (Pre-Flash Levis). Just across the river is Québec City, the capital of Quebec. Crime rates are 31% over the national average here. Wastelander smuggling rings, Quebecois organized crime, and gang affiliated violence runs rampant.
FACTS
Before the Halifax Crisis, the province of New Brunswick had Port Amherst as its capital city. When the USRF withdrew from the city and evacuated civilians from the area, it fell under Halifax militant control. Today it has a population of ~20,000, the second biggest city in Free Halifax, behind Halifax City. Now, Riviére-du-Edmund is the capital city.
Lacroix Logging Co. officially owns about 20% of the land in New Brunswick, a number that grows by the year. Many close-knit communities and settlements have been bought in their entirety by the timber industry giant, forcing families to resettle into more urban city hellscapes like Québec-Saint-Levis.
The province of New Brunswick is home to 29 out of 55 nationwide Reclamation Boarding Schools (RBS), having a proportionate number of orphaned children. New Brunswickers make up 25.6% of total new USRF recruits in a year, most of which join directly after graduating from RBS.
While census readings are notoriously unreliable in the Northeast Union, they are significantly more unreliable in New Brunswick, as most communities are off grid, with people born here never getting birth certificates and therefore never get registered as official NEU citizens. It is theorized that the estimated ~250k given number might be off by a few thousand.

Maine, known as the Salmon Province, is another sparsely populated region with just ~300,000 residents estimated to live on about ~35,000 square feet of wilderness. Like New Brunswick, the province heavily relies on the timber industry and also its massive fishing ports, which provide vital resources and food to the rest of the Union. The harsh winters and remote location have fostered a culture of extreme independence among its inhabitants, who are notably exempt from NEU law prohibiting civilians from owning semi-automatic guns, with the gun culture here resembling that of the pre-Flash US. This is due to how remote the province is, with the nearest USRF military installation being to the North, across provincial borders, in New Brunswick. Maine is also home to a significant Quebecois immigrant population, who make up over 25% of the total inhabitants of the province. Maine only has one major city, with the rest of the settled province (outside of wilderness) consisting of small towns and villages with populations in the hundreds or thousands.

Port Lewiston (Capital): The only major city in Maine is Port Lewiston, its crown jewel and most popular destination for merchants that travel across the NEU and "internationally" to countries like Quebec and Newfoundland. It has a population of 20 thousand, the largest in Maine. The waterfront city features many fishing wharves and converted warehouses with entire apartments, restaurants, and shops inside.
FACTS
It is estimated that anywhere between 20,000 and 60,000 undocumented immigrants live in the wilderness of Maine, most of whom are Wastelanders from the Arctic Wasteland passing through Canada and into Maine, or from Quebec, through New Brunswick, and into Maine. They choose to settle down here as these areas are completely devoid of life and untouched by the USRF, unlike the forests of New Brunswick, giving these immigrants an opportunity to live a peaceful life.
With its remarkably lax gun laws, the province of Maine has the highest amount of gun shops than anywhere else in the NEU, accounting for over 60% of these types of stores across the entire country. These gun shops sell anything from USRF-sponsored civilian export Service Rifles to semi-automatic shotguns.

Greater New York; known as the Union Province, has the highest population count out of all of the provinces within the Northeast Union. Amassing several ports both into the Great Lakes and the Eastern seaboard, Greater New York is known highly of its maritime industry and diverse cultural backgrounds. From the white picket fence life of upper Greater New York to the war-torn streets of New York City, people all across different types of socioeconomic status call this province their home. Being one of the last strongholds for the former Triumvirate regime during the Constitutional Crisis, much of province is still in disarray, with residents within its urban centers relying on wasteland ingenuity and the utilization of "patchwork" building designs before the NEU itself can come to properly repair any damages still remaining.

New Albany (Capital): All roads lead to new Albany, the capital city of the province of Greater New York. With a population of over 600,000, it is nestled directly in the middle of the province and the Union. This city serves as a crossroads to and from several major NEU cities and is utilized as a major trading and manufacturing hub. It is also home to many different USRF units, including the 4th Mountain Rifle Regiment, and Fort Cormier, a massive military installation situated near the shipping yards of New Albany.
New York City: The Big Apple, as it is still known to this day, is the biggest and most populated city in the NEU, supporting just over 1 million inhabitants packed into brutalist apartment complexes like sardines. A sizeable portion of the city lay in disrepair from the Flash, with even more destruction occurring as a result of the recent Constitutional Crisis, in which Regime forces fought relentlessly against pro-Triumvir troops holding out in the concrete jungle that is the Big Apple. Most of the city is infected with urban blight, making parts of the city look outright abandoned.
New Boston: This city is one of a kind, with nothing quite like it in the Union. Its architecture largely replicates early European architecture, with old timey red brick buildings and stone roads vastly outnumbering the brutalist concrete buildings that stand erected across the rest of the NEU. Uniquely to this city, cars and public transport are banned, with only horses and USRF military vehicles being permitted inside the city itself. Most of the 150,000 residents that live in New Boston work the harbor in warehouses.
Rochport: One of the few notable areas of population in the province of Greater New York, the city of Rochport now serves as the Union's only major port city with a direct port access to the Great Lakes Wasteland. It is a melting pot of cultures, with wastelanders, other factions, and even other Unions using the city of Rochport as a pitstop for trade.
Buffalo (Exclusion Zone): Sitting against the edge of upper Lake Erie, Buffalo once served as the home of the Lakeside Division's HQ and served as a major port entry into the Great Lakes. However, the USRF forced all ~200,000 residents of the city to evacuate to surrounding cities for unknown reasons. Today, rumors of "suits" and segregated Green Rifle units rotating deployments following the "Buffalo Incident", as it has come to be known by 2164, circulating around. Little information is known about this exclusion zone in actuality. Anyone who gets close is arrested, most never to be seen again. Even service members who deploy here seem to never come into the public eye again, often receiving a "career ending" pencil pushing job in some backwater USRF region, although with a massive pay increase.
FACTS
The "Greater New York" province is a misnomer. While the territory is majorly the pre-Flash state of New York, it is actually made up of several pre-Flash US states, including Connecticut, Massachusetts, and Rhode Island, with the province being a melting pot of local cultures stemming from these pre-war US states.
The grand majority of the province's population lives in urban cities and towns, most of which are situated on the eastern coast.
Despite not being as populous as the eastern coast, upper Greater New York is (comparatively) largely regarded as "white picket fence". Made up of refurbished suburban neighborhoods, it is often the most affluent in the province and greatly contrasts to the urban hellscape that makes up most of the Union. Many who live in these closed communities try to simulate pre-Flash life as best they can, even going as far as to hire actors from New York City to play roles such as mailmen and milk delivery. It is mostly the wealthy elite that live here. The Gendarmerie patrols these areas frequently, due to the high-profile residents within these communities.
Following the aptly named "Operation Market Bagger", previously stated information regarding New York City may or may not still be accurate. Apparent claims of New York City 'repair projects' have been stated by the Department of Development, yet pockets of fighting and Triumvir strongholds have prevented many of these from occurring. Information regarding this will be updated over time.

Pennsylvania, known as the Independence Province, has a high population density within its three well known urban centers; one being the autonomous exclave of Beavertown, which is not controlled by the Northeast Union, yet nestled deep in its territory. Rural living within the province of Philadelphia is harsh and sometimes unforgiving, as Gendarmerie patrols prioritize border enforcement and the two main cities (Philadelphia and Pittsburgh) it controls, as opposed to patrolling the smaller towns and settlements in between. This trend has contributed to a rise in crime and domestic terrorism in rural townships, often orchestrated by illegal Wasteland immigrants and other bad actors.
NOTABLE CITIES
Philadelphia (Capital): Known sarcastically as the "city of brotherly love", both pre-Flash and post-Flash, the city of Philadelphia has a rich history that spans over many decades. It was a hard-fought battle to reclaim during the Thirty Year War, with raider warbands deeply entrenching themselves in the urban jungle that was Downtown Philly. Hundreds of thousands of dollars were used in the years that followed to repair damages to public infrastructure and city blocks, yet most of these efforts seemed to get nowhere. To this very day, the city of Philadelphia is plagued by roads full of potholes and entire blocks that lay in complete ruin from the pre-Flash days. The urban blight in Philadelphia is second to none, besides maybe Pittsburgh.
Pittsburgh: Like Philly, the city of Pittsburgh is wrought with urban decay. On every block, without fail, one can find at least one completely abandoned building, most occupied by squatters. Some still standing, others reduced to rubble from The Flash or during the Thirty Year War. The city has an estimated population of ~40,000. Crime rates are incredibly high, and 55% over the national average, with most of the population making a living off Wasteland Prospecting. Unofficially, the city is known for having a high trafficking problem, with many smugglers and opportunists making bank by helping Wastelanders across the border for prices that range from 200 and up to 1,000 $ND.
Beavertown (Independent Exclave): Beavertown is an unrecognized exclave that is situated deep in the Northeast Union, in the province of Pennsylvania. It began as a makeshift settlement when the "Federal Era" came to an end, and FEMA camps were abandoned in favor of resettling pre-Flash cities after the Thirty Year War. Beavertown got its name from Beaver Stadium, an outdoor college football stadium in which it began as a small settlement. Today, it is a massive, nearly self-sustaining mega settlement with a population that numbers in at around ~80,000, a staggering number. The only contact that Beavertown has to the outside world is when NEU trucking companies deliver payloads to the hundreds of businesses situated inside the mega settlement. The outside of the stadium is manned by USRF service members 24/7, whose jobs it is to make sure that nobody leaves or enters without proper papers. They often collaborate with Beavertown authorities, and it is not uncommon for joint patrols to take place.
FACTS
Due to the long distances between Philadelphia and Pittsburgh, the two main cities in Pennsylvania, private transport is a necessity to get around. The infrastructure in this province is subpar at best and outright horrendous at worse, with some roads having gone unmaintained since the pre-Flash days. Some roads are outright non-traversable, which has led to many Pennsylvanians investing in electric and gasoline powered dirt bikes to get around quicker.
The province of Pennsylvania has several immigration centers situated on the border to the Rust Belt Wasteland, but despite this, most Wastelanders make the crossing illegally. With a massive natural border, and no walls to stop them from crossing over, dozens make their way into the Northeast Union daily. Very few are arrested and deported in actuality, with most managing to evade Gendarmerie patrols. The real threat are the half a dozen drones that are constantly circling near the border.
Although isolated from the rest of the Northeast Union, and officially unrecognized by its government, Beavertown maintains good ties with the NEU and has even procured trade agreements to allow for its continual existence. NEU politicians see the dissolution of Beavertown as a threat to the Northeast Union, as most of the ~80 thousand of its citizens that would flood the NEU are used to a life of crime. Crime rates in Beavertown are a staggering 508.8% over the national average, with murders happening on an hourly basis.

Douglass, known as the Heart of the Union, is one of the single most important provinces in the NEU. Being not only the capital (and arguably 'richest') province for the Union, but the home of Douglass City and the seat of the Presidency and the Supreme Authority. It is also one of the most heavily militarized and policed zones, with large concentrations of troops and defenses located within the large city centers. This province is also one of the most dichotomous of the regions; the disproportionate wealth inequality between important political, military, and business figures and the average NEU citizen - especially mutants - is seen and felt here most of all.
NOTABLE CITIES
Douglass City (Capital of the NEU): The very heart of the Union, which hosts ~700,000 NEU citizens, the NEU central government, and the largest concentration of USRF forces by far outside of active military theaters. The city has effectively been rebuilt from the ground up, with millions of dollars going into refurbishments projects over the last many decades. Yet, most of the city outside of the downtown area lays in disrepair and is infested with varying degrees of urban decay.
(Extra Info): The very heart of the Union's political, bureaucratic, and military systems. Though covered with the signs of urban blight and decay, the (relatively) small size of Douglass City and its importance as the capital have led to the most funding for refurbishment projects over the lifespan of the NEU - primarily focusing on the upkeep and repair of important Government centers and monuments such as the White House and the old Capitol Building. Along with this, these buildings are seen with large defensive emplacements around them with trench lines, pill boxes, and checkpoints being commonplace. Despite this though, and with the drastic militarization projects of multiple districts within the city, there still exists a major inequality of the distribution of wealth between Union citizenry and the military and government leadership.
New Arlington: Based around the Pentagon and old Pentagon City, New Arlington has roughly ~800,000 total occupants with most of them being active USRF members. Due to its close proximity to the capital, New Arlington has the largest USRF presence outside of Douglass City and is heavily militarized. Through all the checkpoints and blockades rests the New Arlington Military Institute, the largest boarding school in the NEU. It'd be apt to call New Arlington a city-sized military base, yet despite this many civilians can be found living here due to the recognized safety and possible employment/enlistment opportunities many can find here. Though the city's refurbishment rivals that of Douglass City, outside of the more important military sectors and infrastructure found here, it still sees large swaths of urban decay the farther out from the Pentagon one goes.
New Baltimore: A city of rubble and broken dreams, New Baltimore lies largely in ruin. It was only shortly after the Greenskin act that the NEU attempted reconstruction, which some would say failed miserably. The mutant slums of New Baltimore are riddled with unfinished construction projects, abandoned checkpoints, collapsed buildings, and an unimaginable stench coming from deep below each street. The city doesn't hold a lot of opportunities for those inside it, with many jobs being hard physical labor with below average pay. This has led to those inside the city (Mostly the mutant populace) not earning enough to move outside of the city or move up in the social hierarchy. Due to this crime, runs rampant in the city, and with the previous government's failures, eldritch attacks are relatively common. Most of the city is now under martial law, with the USRF enacting a strict curfew at sundown to try and crack down on the lethality of night-time crime. Mixed with more aggressive patrols, criminals wanting your belongings, and beasts trying to get their next meal, the city is a melting pot for the unfortunate.
The NEU does not support non-mutant entities from residing within New Baltimore.

Douglass is seen as the main political scene in the NEU, with many of the union's political elite striving to live ever so closer to the key governmental and military installations as a status symbol. A majority of political parties gather for assembly and recognition within Douglass, even if they begin from other provinces or even outside of the NEU itself. Wasteland-orientated politics are not an uncommon sight, and the issue of naturalizing wastelanders and making them accustomed to life in the NEU is oftentimes a very popular debate issue.
Bureaucracy is extremely prevalent within Douglass, being one of the first provinces to have standardizations and formal restrictions on many aspects of life now found within the greater NEU. This includes but not limited to gun regulation, public and administration services, and state surveillance.
Rent in New Baltimore is extremely low, serving as another incentive for mutants to migrate within the city. The only exception to this is privately owned businesses, which are taxed exorbitantly by different levels of property and business taxes.

Virginia, known as the Coal Province, is the single poorest region in the Union. Public infrastructure is near non-existent, with the only exception being a highway that runs through the NEU, from the province, and into the South Union. This highway is used for prisoner exchanges between the two nations and allows humanitarian missions easy access to the war. Being on the frontlines, this Union is under constant threat, with Southern artillery bombardments and occasional incursions being common, especially closer to the border. Most of the population lives in incorporated villages around the province, with the only two noteworthy cities being Richmond and Norfolk. The province is known for its extremely large coal industry and coal deposits, which fuels the NEU industry and keeps the war machine churning.
NOTABLE CITIES
Richmond (Capital): Despite the fact that most of the city lay in ruin, ~80,000 residents call Richmond their home. It is immediately clear on entry that the city has previously been under constant bombardment, with SU artillery cannibalizing most of the infrastructure and leaving heavily populated areas in disrepair. The only landmark that still stands is the White House of the Confederacy, which has been repurposed into a makeshift command center for the USRF Southern Division. The architecture of Richmond closely resembles that of the South Union, with wood and scrap structures poking out from pre-war building foundations in place of functional concrete buildings. The Northside, as it is known, houses most of the coal industry, with factories lining the street as far as the eye can see, protected by constant USRF patrols in the area.
Norfolk: An important port city that has become a symbol of the war between the NEU and SU. It was recently taken back by USRF forces for the first time since the 2150's, where it was taken by the Southern Army during the Roanoke Conflict. Despite being a frontline city, it houses well over ~20,000 residents who refuse to heed the warnings of authorities from both sides of the conflict and evacuate. The city is a major staging ground for the USRF Southern Division, which has countless units stationed inside the city. Most inhabitants share a special culture unlike any in the rest of the NEU, seamlessly intertwining North and South into a cultural melting pot. Most structures in this city no longer stand due to constant artillery barrages, with most citizens living in underground shelters, wood shacks, or sewer systems.
FACTS
Virginia is the single poorest province in the NEU, yet it plays a crucial role in powering the NEU's industry through its high amount of coal deposits found in its soil. The coal industry is the lifeblood of the province, fueling not only local needs but also supporting the USRF war machine as it fights a war of attrition against the South.
Public infrastructure in Virginia, even inside noteworthy cities, is basically non-existent. The only significant infrastructure is a highway, known as "The Vein", which connects the province to the South Union. It is used primarily for prisoner exchanges and humanitarian missions, but also to send military hardware across provincial lines.
A vast network of tunnels and abandoned mines crisscrosses the provinces, used by both locals and the USRF as a quick way to traverse through the province without being spotted by the Southern Army. These tunnels are publicly accessible, but the authorities strongly urge civilians to stay out due to dangers of collapse. It is said that on a yearly basis, a dozen or so NEU citizens go missing inside the tunnels, never to be found again.
As if constant artillery barrages are not enough, the gargantuan coal mining industry in Virginia has led to many cases of uncontrollable underground fires which have claimed the lives of hundreds of coal miners. Moreover, it is not rare for toxic fumes to be taken by the wind before ending up in villages near the factories, where settlers are known to get a plethora of health issues, including a heightened risk of cancer.
