Planning
Intent:
The beginning stages of supporting a tasking order starts will determining what you may need to support the tasking. During this part, your flight will spend this time researching and determining what actions will be required from the USAF and any applicable Joint Forces (at the tactical level) to support their situation as well as the corresponding resources that may be needed. This resource listing should be kept general and will be added to the background paper from MP1.
Instructions:
You are required to identify what is needed to support your tasking, adding to the background paper created in MP1. To meet this, groups will conduct research based on the perspective of your assigned A-Staff directorate. These findings should be documented and will be used to create your Operations Order (OPORD) during MP3.
Group 1 (A2 - Intelligence):
• Area of Concern: Describes the area for which the plan’s designated commander is responsible (include concerns of terrain, weather etc.).
• Enemy Forces: Identify any known adversaries and known or potential threats within the area and appraise their general capabilities (composition, disposition, location, strength).
Group 2 (A3/5 - Plans & Operations):
• Friendly Forces: Identify the mission and capabilities of friendly forces (what troops are available and the support each will provide).
• Concept of Operation: What the plan intends to accomplish and how it will be done using available resources (consider Concept of Maneuver, Concept of Fires, Concept of Support etc.).
• Objectives: Objectives are the clearly defined attainable goals toward which operations are directed. Goals are specific, measurable, achievable, relevant, and time bound.
• Effects: Physical and/or behavioral state of a system that results from an action, a set of actions, or another effect. A desired effect can be thought of as a condition that can support achieving an associated objective and an undesired effect is a condition that can inhibit progress toward an objective.
Group 3 (A4/7 - Logistics & Mission Support):
• Legal Considerations: Any legal considerations that would impact the operation (international/domestic law, LOAC, Rules of Engagement, Status of Forces Agreements etc.).
• Command & Control: Scope of the command arrangements to be employed (i.e., the supporting command, service components, and/or joint components). Also highlight any communications systems or procedures requiring special emphasis.
• Logistics: Logistic priorities and intent. Include information on administrative movements, deployments, transportation, basing, housing, host nation support, contract support, environmental considerations, health service support, and other service responsibilities.
