Fearow is nothing short of an unfortunate Pokemon. It is by far the worst Normal/Flying Pokemon. While you could make a case for Pidgeot being the worst, at least Pidgeot has a Mega Evolution. However, in the context of 35 Pokes, it has no Normal/Flying competition, so here it can find a placement in the meta. 

It's fantastic 100 speed makes it one of the fastest mons in the meta. It's ability Sniper, gives critical hits a SECOND 1.5x damage boost. With the move of Focus Energy and the item Scope Lens, Fearow has a 100% chance to crit its moves. Thanks to Normal typing, it gains STAB on the already strong Frustration/Return, or if you want even more power, Double Edge (252 Atk Sniper Fearow Double-Edge vs. 252 HP / 252+ Def Mudsdale on a critical hit: 247-292 (61.1 - 72.2%) -- guaranteed 2HKO after Leftovers recovery) 

Thanks to the nature of Critical Hits, Krookodile's Intimidate can't slow it down if it lands a crit, which like said before, has a 100% chance to happen. And if webs are up, Fearow will always outspeed Krook. 

Fearow also has access to a STAB Quick Attack, which allows it to revenge kill as well as pick off low health targets. For coverage, Fearow has Drill Run, which hits Rhydon, a would be switchin(252+ Atk Sniper Fearow Drill Run vs. 248 HP / 0+ Def Eviolite Rhydon on a critical hit: 177-210 (42.8 - 50.8%) -- 43% chance to 2HKO after Stealth Rock). 

Fearow has its flaws though. It has pitiful 65/65/61 bulk, as well as a Stealth Rock weakness. These horrible defensive traits can make it very hard to setup with Fearow. In addition, it's main STAB is very reliant on the 50% crit rate, meaning if it doesn't crit, it's damage output is mediocre, especially with the average 90 attack.
