At the beginning of November24, three pokemon were dominating the tier. Oricorio, Overqwil, and Frosmoth. Overqwil had a great speed tier and could run many different sets like swords dance, choice band/scarf, or even swift swim with a life orb on manual rain teams. With intimidate and it's poison/dark typing, it was super bulky and hard to beat defensively, which made setting up super easy, on top of that almost nothing could deal with it's stab combination, with the best check to overqwil, ironically being itself. Oricorio was by far the most oppressive in the team builder, as literally nothing conventional could check Oricorio defensively, and offensively there was little you could do after it got up a quiver dance. Similar to overqwil, nothing could handle it's fire/flying typing, which led to people using non optimal sets just to counter it, such as Assault Vest Wishiwashi, Keckleon, even ampharos, and SPD eviolite gabite. However all of these checks were inconsistent due to their lack of healing, which hindered their longevity, making them mostly passive short term checks, which made teams often have to use (the at the time bad) wigglytuff to wish their checks back up, which despite it's role compression, made it have a bad match up against the big 3. Frosmoth was also voted on by the council for similar reasons to oricorio, however was decided to not be banned because of drastic format changes and potential development.
Despite the quick ban seemingly being an obvious choice, like many 35 pokes related things, this decision was very split among the community. While many liked that these two obviously broken threats were gone, a large portion did not like the ban, as it happened super early on into the meta before any potential counters could be fully discovered and developed. To be clear, "obviously broken" pokemon have been a thing before, and have been adapted to. Take a really similar situation in Oricorio-Sensu from March24, who early on everyone expected to be banned, but it ended up not because of splashable checks such as Swampert and Regice, which turned out better than expected. There were also already good counters in the tier, for example most Oricorio did not want to use heavy duty boots because not every team wanted to run stealth rocks due to it's specific team archetypes and Pokemon, which made running boots Oricorio inconsistent, Oricorio found it difficult to set up against teams constantly spitting out offensive pressure, Drampa & Turtonator could eat a hit and roar it out, and the formerly mentioned defensive pivots as well. The aftermath from the bans also echoed loudly, as choice scarf/band Pinsir essentially took over Overqwil's place, and arguably did it better. To support the prior point, Wigglytuff was taken another look at by the community, and people discovered it was actually pretty fucking goated. It was the only real conventional defensive switch into Pinsir, and it could set up the scarce stealth rocks and role compress with teleport, wish, heal bell, encore, toxic, thunder wave, perish song, and other options. Oricorio & Overqwil were rerolled into Galvantula and Gorebyss, Galvantula proceeded to dominate the tier with it's specs & sticky web sets, and Gorebyss became a very scary shell smash cleaner.
