Analysis

Rhydon is the tier's most physically defensive Pokemon, thanks to its already high base Defense stat which is also augmented by Eviolite. Rhydon is able to check some of the tier's most dangerous physical wallbreakers, even the ones that possess a type advantage such as Bisharp, Emboar and Alolan Dugtrio and Rhydon is also the best Honchkrow check in the format. Stone Edge and Earthquake form the EdgeQuake combination, which Rhydon gets STAB on, allowing it to handle everything in the tier for at least neutral damage. Even with no Attack investment, Rhydon hits hard enough to threaten most offensive threats with a 2HKO. Stealth Rock supports Rhydon's offensive teammates in wallbreaking easier like Emboar, Bisharp and Gengar. Counter is one option to consider that allows Rhydon to 1v1 certain Pokemon like Bulk Up Emboar, Sandaconda once it is chipped and Bisharp. Seismic Toss is also an option to deal consistent damage to Pokemon not too threatened by you like Amoonguss but Counter is useful for being a more reliable check to the aforementioned threats. 

Despite Rhydon's immense physical bulk, its special bulk is particularly lacking, even with an Eviolite. Most of the tier's special attackers can threaten it for non-STAB super effective damage like Hisuian Zoroark and Gengar's Focus Blast and Earth Power from Dudunsparce. Rhydon's biggest issue however is its defensive typing. Weaknesses to common types like Ground, Fighting, Water, Grass and Steel do not help Rhydon out in trying to check the metagame at large and it is still pressured by Pokemon that it can somewhat keep in check like Emboar, Bisharp and Perrserker.
