Analysis

Very much like the special-defensive version of Donphan. Empoleon is the other “glue” pokemon of the tier. It has removal with defog. Stealth rocks for hazards. Knock off for utility. It takes special hits better than anybody else. Good matchup into a lot of top pokemon like swellow, comfey, donphan kind of, bastiodon, politoed. It can’t get toxic-ed which is huge. It does get blown back by ground types and heracross. It is great on rain and against rain. It DOES have roost, though.
