Access the SOC Learns Training Portal
Colorado's Construction Inspector Certification Program has three exams that are now administered through the State of Colorado (SOC) Learns Training Portal. All CDOT Employees are assigned a SOC Learns account when they are hired. Click the links below to access the exams once you read about the Program.

About the Program
The Construction Inspector Certification program was created by CDOT in 2004 to develop a qualified inspection staff in order to obtain a higher-quality end product on the highway. All construction inspectors—whether from CDOT or a consultant—must demonstrate proficiency by passing the required exams and earning certification within the developed categories.
There are three categories of inspector exams:
Engineers-In-Training are exempt from the Basic Highway Math Exam.
All three of the exams can be accessed through CDOT’s learning management system, the State of Colorado Learns Training Portal.

Before taking the exam, please review the instructions and guidelines listed below:
Each exam has 20 questions to answer; you must score 70% or better to pass the exam.
All testers will have 90 minutes to complete each exam;
Once you start the exam, you can leave and save your progress, but the 90 minute timer will continue to run.
If you return to the exam after 90 minutes have elapsed, a score will be assessed based on the number of questions you answered correctly.
All prospective inspectors will have three attempts to pass each exam;
Anyone who fails an exam three times will be locked out and will no longer be able to access the exam in SOC Learns.

Important: Please review the Cheating Policy that governs these exams. Anyone caught cheating to obtain qualification is subject to decertification.
