An artifact, or cybernetic implant or the like can confer any sort of power. Artifact based powers are priced lower than regular powers because they are the easiest to take away. The test is: absent of the artifact - would the character have this power? If the answer is No, then it qualifies for the Artifact discount.
An artifact that is a Prop, meaning it is not a physical part of the character, but something they can put down (or lose) counts as an Extraordinary Power. An implant, be it cybernetic or otherwise, counts as a Supernatural Power, unless it solely confers a Stat boost , in which case it is Extraordinary.

An artifact may have a power supply separate from the character. If so, it could be used without additional exhaustion (its use still counts as an action). But it would then have to be recharged somehow. Particularly difficult methods of recharging an artifact might count as a weakness.
If there is no plausible way that the artifact can be damaged or removed, it does not qualify for an Artifact discount. If the Artifact has its own power that does not need to be recharged, or self- charges somehow, it does not qualify for the artifact discount.
Artifacts of the Game are a different deal, and cannot be used as the basis of a character's Power.
