NewspaperARCHIVE.com
BadgerLink once hosted NewspaperArchive.com, a database of USA and world newspapers dating to the 1700s. However, as of June 30, 2018, the contract ended: "We're sorry but Access NewspaperARCHIVE is no longer available through BadgerLink. Our contract ended on 6/30/2018." Newspaperarchive.com then became a subscription site at https://newspaperarchive.com/
According to an email from the director on 7/18/2018: "I want to reassure you that BadgerLink will continue to include historic newspapers from Wisconsin and beyond. As a state government agency, the Department of Public Instruction (DPI) can only purchase databases from vendors vetted and selected by the Wisconsin Department of Administration (DOA). We are in the process of negotiating a contract with ProQuest for the historic newspaper collection in Newspapers.com. We are confident that the Newspapers.com interface and ProQuest customer support will be a step forward for BadgerLink users. The collection contains newspapers from around the county, not just Wisconsin." https://badgerlink.dpi.wi.gov/bulletin/2018/07/access-newspaperarchive-update
As of 2022, NewspaperArchive.com subscriptions were $19.99 per month, $79.99 for 6 months, $139.99 for one year.
In May and June 2020, NewspaperARCHIVE.com was FREE during the coronavirus pandemic!

Newspapers.com (subscription version)
https://www.newspapers.com/ by Ancestry
This database has newspapers from cities in the United States and world. They sometimes offer free access to their newspapers for several days at different times throughout the year (President's Day weekend in February, Mother's Day weekend in May, Father's Day weekend in June). Create a free account to search free during those times.
If you are lucky, someone has already "clipped" what you want and the entire page will be visible, not just the clipping. Here are all the clippings ever clipped: https://www.newspapers.com/clippings/ The clippings are searchable and images can be downloaded.
More info: https://www.newspapers.com/basics/
When Newspapers.com is free for a limited time:
Use the link that was provided in the announcement. You don't need to fill in credit card information.
Check out the tabs on the top of the main page:

How to clip an article or page
In order to find the article again when Newspapers.com is no longer free, be sure to clip the article (an entire page can be clipped, if needed):
Click "Clip" (top right)
Outline the article by moving the blue cornered outline over the article. If the article is long, you can scroll down then pull the blue corner to outline more.
In the "Add a title" box, it is extremely helpful later if you type something informative such as the date, subject, newspaper, page, column, such as this:
1928_09_21_smith_jones_wedding_AngolaHerald_p2c3
This type of file name is helpful because when the clipping is downloaded, the file will sort by date on your computer.
* If you don't type anything, the downloaded file will show the name of the newspaper, date and page number.
* If you type just a name or any other comment in the "Add a title" box, when downloading it, the file name will be only what you typed.Click the Save button after typing a title, adding more details, or adding tags.
Saving a clip
When saving an article, save as jpg rather than pdf because file names and captions are searchable in Picasa.
Click "Print/Download" button (upper right)
Click "Save as JPG" (If saving as PDF, it will include source information)
If you clipped nothing on the page, there is an option to download an entire page.
The file will be saved to your computer.
Deleting a clip
Click "Edit"
Click "Remove" (red)
Click "Remove" (blue)
Things to know about Clippings:
Click "Clippings" tab to see "My Clippings" and "All Clippings"
You can search clippings using the search bar on that page
You can sort clippings by date, location, newspapers, tags
Searching finds text in the article, not necessarily what someone typed in the clipping.
When you see an article that is clipped, select it then hover over the middle. Click "View the full page" to see the entire page. This also works when Newspapers.com is no longer free.
You can edit your own clips.
Robots do some clippings, and you can edit their clips.
You can't edit clips of other registered users.
You can follow others by clicking the person's username, then click "Follow" (you will receive emails when they clip new items)
Milwaukee, WI, newspapers: There are limited years for Milwaukee Daily Sentinel Archive (1844-1860), Milwaukee Journal Archive (1841-1842), other Milwaukee papers, and limited years for some Milwaukee German newspapers; no current newspapers.
Here's what they have for Wisconsin: https://www.newspapers.com/papers/#p_place=WI
Madison, WI, newspapers: Includes these two major newspapers as of 2022, but more recent years need a "Publisher's Extra" subscription:
Capital Times: 1917 to 2022 (Publisher's Extra subscription is needed for years 1927 to 2022!)
Wisconsin State Journal: 1852-2022 (Publisher's Extra subscription is needed for years 1923 to 2022!)
The "Publisher's Extra" subscription cost $75.90 for 6 months in 2022, or $19.90 per month. With that subscription, you can "access everything" through the last month.
The "Basic" subscription boasted of millions of pages dating to 1690 and cost $44.95 for 6 months in 2022, or $7.95 per month.
Wisconsin Historical Society (WHS)
The Wisconsin Historical Society in downtown Madison (816 State Street) has newspapers on microfilm. Before you can begin looking at newspapers, you'll need to know the microfilm reel number. To save research time, you can find all the reel numbers at home, before taking a trip to the Wisconsin Historical Society. On May 20, 2015, the "MadCat" system was eliminated when the catalog changed companies and merged the Library and Archive material into one catalog. Following are directions for using the latest cataloging system of the University of Wisconsin-Madison.
Search for microfilmed newspapers by city: https://wisconsinhistory.org/microfilm/search.asp?
How to search for newspapers in the library catalog using Advanced Search
Method 1: To find newspapers when you know the name of the newspaper:
Click the following link to use Advanced Search: https://search.library.wisc.edu/search/catalog/advanced
Type a newspaper title into the "Keywords" field
Click Search
If you want to further narrow down the results, type a newspaper title into the "Title" field and search.
Method 2: To find newspapers when you know the name of the newspaper:
Click this link: www.library.wisc.edu
In the search box, type the newspaper name (such as Wisconsin State Journal)
Hit the Enter key
In the results list, look for anything that has "JOURNALS, MAGAZINES, NEWSPAPERS" above the title
Click the title
On the next window, be sure to scroll down the page as some pages are very long
To find newspapers when you don't know the title of the newspaper, search by city name:
Click the following link to use Advanced Search: https://search.library.wisc.edu/search/catalog/advanced
On the right side ("Format" column), check mark "Journals, Magazines, Newspapers"
In the Subject field, type a search term
Example: Spring Green (Wis.) -- Newspapers
Scroll down and click the red "Search" button
Click the blue title of any publication
Example, click: The Weekly home news (Date 1884-1961)
You are now here: https://search.library.wisc.edu/catalog/999569477902121
Look under "The Library Has:" to see the dates and microfilm numbers available
Microfilm numbers begin with the letter "P" such as P28745 for Weekly Home News issues dated 1887-1890
Write down the entire microfilm number. You'll need this number to find the microfilm box in the Microforms Room at WHS, or to order the microfilm to be sent to your local library.
Numbers beginning with N are "negative" microfilm that need to be converted to positive. Contact the librarian at WHS to order a positive microfilm (there will be no charge for this).
Unfortunately you cannot do a reverse search by microfilm reel number.
Tip: On search results pages, look for links that say "check for more recent issues at this location"
Video tutorial created by Nancy McClements at UW-Madison Libraries (requires Adobe Flash Player): http://screencast.com/t/ilMEQNys
Go to the WHS Microforms room to pick up microfilm and read it on their readers. Take a USB flash stick (aka "flash drive" "pen drive") along because the newer "computerized" microfilm readers are capable of saving pages and articles as JPEGs and PDFs to a USB stick (no charge for this). You can also print to paper using their printer (for around 7 cents per page).
